Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.08 (f-1). SOUTH HILO. DEPARTMENT OF PUBLIC WORKS, BUREAU OF
ROAD CONSTRUCTION AND MAINTENANCE.
1. Reallocate one position of Laborer II WB -3 to Lead Mason WF -10.
This resolution shall amend the Salary Ordinances of 1978 and 1979.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Public Works, Finance, Personnel Services and Corporation
Counsel for their information.

A. Wage Board:
Present: WB -3
Minimum - $640.00; Maximum - $740.00
Proposed: WF-10�
Minimum - $969.00; Maximum - $1,137.00
B. Job Description:
From: Laborer II WB -3
Present Duties: Performs a variety of manual labor and semi -skilled
work tasks involved in the construction and
maintenance of roads, structures and adjacent areas;
and performs other related duties,
To: Lead Mason WF -10
New Duties: Supervises and participates in the construction,
alteration, maintenance and repair of masonry
structures and appurtenances; and performs other
related duties.
C. Rationale for the Request:
A Lead Mason with knowledge of masonry techniques and methods would greatly
Improve the production and efficiency of the crew and will provide for better
planning, scheduling and a more effective operation in the South Hilo District.
Further, bbcause the nature of masonry work is more closely related to the
building trades, the department has experienced difficulty in providing
adequate and proper supervision through a road construction oriented foreman.
D. Funding:
Departmental budget. If promotion, regular employee will receive an adjustment
over and above his present salary.
