RESOLUTION N0.
RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS FROM THE
APPROPRIATIONS OF A LATER FISCAL YEAR OR OF MORE THAN ONE
FISCAL YEAR FOR A LEASE FINANCE PROGRAM FOR A REAL
PROPERTY TAX COMPUTER SYSTEM.
WHEREAS, Section 10-11 of the Hawaii County Charter provides that any
contract, lease or other obligation requiring the payment of funds from the
appropriations of a later fiscal year or of more than one fiscal year shall be made
or approved by resolution; and
WHEREAS, the Department of Finance has received information that the
City and County of Honolulu plans to continue their current mainframe system
one year after they fully implement their client/server system; and
WHEREAS, the City has also indicated that upon implementation of its
system, support to the counties with certain restrictions will continue till July
2001; and
WHEREAS, the uncertainty of continued service and service levels
require the County of Hawaii to consider the alternative of pursuing the
acquisition of its own real property tax computer system; and
WHEREAS, the Department of Finance has determined that financing for
the system could best be achieved through a lease finance package.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that in accordance with Article X, Section 10-11 of the
Hawaii County Charter, the Mayor is authorized to execute a lease finance
package for the acquisition of a real property tax computer system.
BE IT FURTHER RESOLVED that payment of funds of a later fiscal year
and of more than one fiscal year is also approved.
