Resolution No -0 423
WHEREAS, the County of Hawaii received the real property
known as Hale Nani Police Department Pistol Range, by Executive
Order No. 1488, dated January 3, 1952, and amended by Executive
Order No. 1946; and
WHEREAS, Hale Nani was used by the Hawaii Police Department
for the training of police officers; and
WHEREAS, the Hawaii Police Department has relocated its
training facilities and no longer conducts training at Hale Nani;
and
WHEREAS, the Pacific Educational Foundation, Inc., and the
Job Corps Program in the County of Hawaii needs a facility such
as Hale Nani; and
WHEREAS, the Hawaii Job Corps Center at Hilo:
1) Provides youths, aged 16 to 21, with skills train-
ing, on-the-job work experience, remedial education,
social direction, residential facilities, counseling,
health and food services;
2) Through self -paced study under the supervision of
qualified personnel, offers the best alternative to
the traditional school program for many youths;
3) Enables corps members to earn high school diplomas
through the Job Corps Program upon approval from
former high schools of corps members;
4) Enables corps members to learn the skills and
attitudes necessary to employment in any job through
the vocational and on-the-job work experience
program;
5) Provides a residential program through which recrea-
tional, counseling, and social developmental activ-
ities offers corps members a unique opportunity to
learn acceptable social behavior in a familial
setting;
6) Encourages corps members, through student government
and group meetings, to make recommendations regard-
ing the rules, regulations, policies, and activ-
ities of the Job Corps Program, thus gaining
valuable experience in the basics of the democratic
process; and
7) Has participated in community projects in the
County of Hawaii which benefit all of Hawaii's
citizens; and
WHEREAS, the present facilities are not adequate in projected
expansion of the Job Corps Program on the island of Hawaii; and
WHEREAS, the Job Corps would build new facilities at the Hale
Nani site to accommodate new programs,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Hale Nani facility be and hereby is declared
abandoned to public use by the County of Hawaii in order to return
control of the facility to the Department of Land and Natural
Resources, State of Hawaii.
BE IT FURTHER RESOLVED that the State of Hawaii is requested
to consider the use of Hale Nani for the Job Corps Program in the
County of Hawaii.
BE IT FURTHER RESOLVED that the County Clerk is directed to
transmit copies of this resolution to the Department of Land and
Natural Resources, State of Hawaii.
