(Bill 227) DOWNTOWN TRAFFIC SAFETY PROJECT
PONAHAWAI STREET PROPOSED NO PARKING ZONES
From Chief Engineer Donna Fay K. Kiyosaki, dated April 20,
1998, transmitting a bill to amend Chapter 24 (Traffic Schedule),
Hawaii County Code 1983 (1995 Edition), relating to traffic
regulations. Informs they are working on a project to improve
pedestrian and traffic safety at various intersections in downtown
Hilo which includes a proposed left turn lane and traffic signal
improvements at the Ponahawai Street/Kilauea Avenue
intersection. States 9 metered stalls on the Puna side of Ponahawai
Street will be affected, 3 stalls between Kinoole Street and Kilauea
Avenue, and 6 stalls between Kilauea Avenue and Kamehameha
Avenue.

(Cont'd) Informs they have conducted a parking survey along the Puna side
(Comm. 813) of Ponahawai Street between Kilauea Avenue and Kamehameha
Avenue and found approximately 39 percent of the existing 22
stalls not being utilized, and they've also observed that utilization
of the 7 stalls between Kinoole Street and Kilauea Avenue was
minimal. The existing parking stalls on the Hamakua side of
Ponahawai Street will not be affected.
Comm. 803: SOLID WASTE PROCESSING SYSTEM
(BEDMINSTER BIOCONVERSION PROCESSI
From Kelly Greenwell, President, Orchard-Marine Corp, dated
April 6, 1998, informing he would like to introduce a solid waste
processing system to the County which is consistent with their
goals of ecological responsibility and requesting to make a
presentation to the PW&PC on the Bedminster Bioconversion
process.

(Res. 225) ROADWAY LOT WITHIN THE WAIAKEA HEIGHTS
SUBDIVISION (FORMERLY KNOWN AS AINAWAIWAI
SUBDIVISION), UNIT [I, FROM SUNSTONE REALTY
PARTNERS LLC, TMK: (3)2-4-37:014, TO THE COUNTY OF
HAWAII
From Corporation Counsel Richard D. Wurdeman, dated
January 20, 1998, transmitting the above resolution and the subject
dedication deed.
Informs that the Department of Public Works, Department of
Water Supply and the Planning Department have all recommended
acceptance of the dedication deed and that all subdivision
improvements have been completed.
Comm. 699.01: From Corporation Counsel Richard D. Wurdeman, dated April 6,
1998, responding to PW&PC Chair Yagong's memorandum dated
March 13, 1998, regarding issues raised dealing with questions on
drainage and potential flooding in the Waiakea Heights
Subdivision, Unit II.
