Resolution No; 403
WHEREAS, the Hawaii County Economic
(HCEOC) Opportunity Council
is a private nonprofit corporation operating in
County of Hawaii; and the
WHEREAS, the HCEOC was organized to and does carry on
programs that further the purposes of the Federal Economic
Opportunity Act of 1964, which include providing essential
transportation for the economically disadvantaged; and
WHEREAS, the HCEOC receives federal and state funds to
carry on its programs; and
WHEREAS, the HCEOC has requested the aid of the County
Of Hawaii to allow it to create a vehicle maintenance and
repair program for vehicles used in the transportation
services provided by HCEOC; and
WHEREAS, the program will require the use of appropriate
facilities in which to conduct
necessary maintenance and
repair of HCEOC vehicles; and
WHEREAS, the program will further the provision of
better and more reliable
transportation services to economically
disadvantaged residents of the County of Hawaii; and
WHEREAS, the Department of Public Works is willing to
assist the HCEOC in implementing its program through non-
exclusive use of certain of its baseyards and equipment; and
WHEREAS, the assistance of the Department of Public
Works will not involve the use of the services of a County
employee in service and maintenance of HCEOC vehicles,
NOW, THEREFORE, BE IT RESOLVED By THE COUNCIL OF THE
COUNTY OF HAWAII that the Department of Public Works shall

be and is directed to assist the HCEOC by providing
appropriate space and equipment in its baseyards so long
as such assistance does not impair the operations of the
Department of Public Works or any other County agency.
BE IT FURTHER RESOLVED that the Clerk of the County

of Hawaii transmit copies of this Resolution to the Honorable
Herbert T. Matayoshi, Mayor of the County of Hawaii; Department
of Public Works, County of Hawaii; and Hawaii County Economic
Opportunity Council.
