Resolution No. 365
WHEREAS, the Council of the County of Hawaii has recognized the
significance of the many reallocation amendments to the pay plan
ordinance; and
WHEREAS „ an Ad Hoc Committee to develop policies for the con-
siderations of all reallocation and new position amendments to the pay
plan was appointed; and
WHEREAS, the major concern of the many interim amendments
throughout the fiscal year has been the recurring cost impact upon
the Operating Budget.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the following policies be implemented for all future
reallocation and new position amendments:
(1) Interim amendments to the pay plan will be considered
during the review period when the Council adopts the
annual pay plan and at such other times as set forth below:
(a) Emergency conditions.
(b) Results of collective bargaining.
(c) Change in Statutes, Charter, Ordinances and Federal
laws.
(d) Justified and substantiated increase in workload.
(e) Change in program or new program.
(2) The Charter requirements of Section 4-5(c) be adhered to,
that the Council receive a report from the Administration
regarding any assignment or reassignment of duties requiring
employee compensation adjustments. Such reports will be
submitted within 30 days and accompanied by the Mayor's
written approval.
(3) The annual pay plan will be submitted to the Council by
May 1st of the preceding fiscal year. All position changes
in the pay plan will be designated and accompanied with
information detailed by the attached form (Exhibit B).
(4) All changes shall be made in compliance with existing
laws, rules and regulations and policies.
BE IT FURTHER RESOLVED that the effective date of the above
policy shall be the fiscal year beginning July 1, 1979.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable Herbert T.
Matayoshi, Mayor; Mr. Jon Ono, Prosecuting Attorney, and all County
Department Heads.
