RESOLUTION NO. 226 09
A RESOLUTION URGING THE HAWAII STATE BOARD OF EDUCATION TO
MOVE THE KEAUKAHA SCHOOL CAFETERIA PROJECT INTO THE TOP TEN ON
THE DEPARTMENT OF EDUCATION CIP ALLOTMENT PRIORITY LIST.
WHEREAS, Act 162 of the Hawaii State Legislature, which appropriates funds for the
operating and capital improvement budget of the Executive Branch for the State of Hawaii
Fiscal Years 2009 - 2010 and 2010 - 2011, includes funds for a new Keaukaha School Cafeteria;
and
WHEREAS, in 1997, renovation plans for the cafeteria were cancelled because the
school was slated then for a new cafeteria; and
WHEREAS, the school has three lunch feedings, the largest at 168 students, all of which
exceed the cafeteria's seating capacity of 102, and all in violation of fire safety and Occupational
Safety and Health Administration (OSHA) regulations; and
WHEREAS, due to space limitations, food cannot be properly prepared according to
Hazard Analysis and Critical Control Points (HACCP) procedures nor is there enough freezer,
refrigeration nor dry storage space to accommodate the minimum supply required by School
Food Services; and
WHEREAS, the obsolete equipment includes a six burner stove donated to the school by
Hawaii Community College in the 1940's when they modernized their kitchen and a partially
working convection steamer for which parts are no longer made; and
WHEREAS, many of the ceiling tiles are warped and falling, the walls are cracked and
there is extensive termite damage; and
WHEREAS, the cramped and deteriorated working conditions combined with
dilapidated equipment create an unhealthy and dangerous work environment; and
WHEREAS, the cafeteria is also utilized by the state and the community for meetings
and gatherings; now, therefore,

BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I, that the
State of Hawai' i Board of Education is urged to move the Keaukaha School Cafeteria project to
the top ten on the Department of Education CIP allotment priority list; and
BE IT FINALLY RESOLVED, that copies of this Resolution be transmitted to Board
of Education Chairperson Garrett Toguchi, Committee on Budget & Fiscal Accountability
Chairperson Janis Akuna, Committee of Administrative Services Chairperson John Penebacker,
members Herbert Watanabe, Karen Knudsen, Kim Coco Iwamoto, Donna Ikeda, Carol Mon Lee,
Breene Harimoto, Eileen Clarke, Margaret Cox, Mary J. Cochran, Lei Ahu Isa and Jonathan
Allen, Department of Education Superintendent Patricia Hamamoto, Deputy Superintendent
Kathryn Matayoshi, Hawai'i District Superintendents Valerie Takata, Mary Correa, and Art
Souza, Governor Linda Lingle, Senate President Colleen Hanabusa, Speaker of the House Calvin
