SUBJECT: A Bill for an Ordinance to Initiate a Hawaii County Charter Amendment to
Article 111, Section 3-18, to Establish Budgetary Independence for the Office of
the Legislative Auditor, Revise the Provision Relating to Retention of Legal
Counsel, and Make One Non-Substantive Correction to Existing Charter
Language
Attached please find a bill for an ordinance to initiate an amendment to the Hawaii County
Charier 2000 (2008 Edition), pursuant to Hawaii County Charter section 15-1, subsection (a).
If approved by the council and subsequently the electorate in the 2010 general election, the
amendments would effectively set aside two-tenths of one percent (.002) of the combined
operating, capital, and special funds budgets for each fiscal year to be appropriated to the Office
of the Legislative Auditor for its annual expenses.
The ordinance also makes one non-substantive change to section 3-18, subsection (f), to correct a
grammatical error in the existing language of the Charter and reformats this subsection by setting
out the Legislative Auditor's right to retain an independent counsel as its own paragraph, with
other minor revisions to that provision.
Please place this matter on the appropriate committee agenda to meet on September 1, 2009.
