Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$25,000 from the Fund Balance Reserved for Liquor Control account to the Department of
Liquor Control's public programs account. The Department of Liquor Control supports
activities and educational programs to prevent underage drinking. The transferred funds
will be used to support Liquor Control's Drug, Alcohol, Tobacco (DAT) Program for high
school student-athletes who conduct alcohol awareness and prevention of underage
drinking training to fifth graders in the respective feeder schools. The funds will also be
used to support Project Grad activities.
Since the next DAT conference is to be held in early October, the Department of Liquor
Control is requesting to waive the Finance Committee and to have this bill heard at the next
Council meeting scheduled for September 2, 2009.

A. REQUEST:
The Department of Liquor Control would like to transfer $25,000.00 from our Liquor Control Fund Balance
Reserve account to the account listed below:
010.251.5251.39-115 - Public Programs $25,000.00
We request a waiver from the Finance Committee meeting so that this may be heard at the Sept 2, 2009 Council
meeting. Approval for funds is needed before scheduled DAT conference that will be held in early October.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Liquor Control supports activities and education to help prevent underage drinking. This
request will support our Drug, Alcohol and Tobacco (DAT) Program for high school student-athletes who
conduct alcohol awareness and prevention of underage drinking training to fifth graders in the respective
feeder schools. In school year 2008-2009, DAT athletes provided such training to over 1000 fifth graders.
Funds will also be used to support Project Grad activities.

AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL
YEAR ENDING JUNE 30, 2010.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above-referenced matter be waived from
the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely
approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto
the next Council agenda for review. However, in the event this request is denied, for whatever
reason, I understand the matter shall be referred to the Committee on Finance for placement on its
future agenda.
