August 12, 2009 c J Yoshimoto, Council Chair and s Members of the Hawai'i County Council Hawai'i County Council - 25 Aupuni Street Hilo, Hawai'i 96720 v o Re: Operating Budget Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $25,000 from the Fund Balance Reserved for Liquor Control account to the Department of Liquor Control's public programs account. The Department of Liquor Control supports activities and educational programs to prevent underage drinking. The transferred funds will be used to support Liquor Control's Drug, Alcohol, Tobacco (DAT) Program for high school student-athletes who conduct alcohol awareness and prevention of underage drinking training to fifth graders in the respective feeder schools. The funds will also be used to support Project Grad activities. Since the next DAT conference is to be held in early October, the Department of Liquor Control is requesting to waive the Finance Committee and to have this bill heard at the next Council meeting scheduled for September 2, 2009. REQUEST: The Department of Liquor Control would like to transfer $25,000.00 from our Liquor Control Fund Balance Reserve account to the account listed below: 010.251.5251.39-115 - Public Programs $25,000.00 We request a waiver from the Finance Committee meeting so that this may be heard at the Sept 2, 2009 Council meeting.
