Final Subdivision Approval No. SUB-99-000134
Proposed Dedication of Park Site within Honoli`i Place Subdivision
TMK 2-7-003027 por. Pauka'a South Hilo
We are in receipt of a copy of the draft dedication deed for the dedication of a park site within the Honoli`i
Place Subdivision.
This subdivision received final subdivision approval on December 28, 2007, in conformance with the
requirements of Change of Zone Ordinance No. 96-121, which changed the zoning of the project area from
Agricultural (A-20a) to a Single Family Residential (RS-15) zoned district. Condition I of Ordinance
No. 96-121 states that,
"The applicant shall designate approximately two acres of land within the subject property to be
used as a public community park on plans for subdivision. The park site shall be dedicated to the
County and accepted by the County of Hawaii in conjunction with final subdivision approval for any
portion of the subject property. The configuration and improvements, limited to grading and
grassing of the two-acre park site, shall meet with the approval of the Planning Director in
consultation with the Department of Parks and Recreation."

We believed that this requirement was satisfied due to the grading and grassing of the 2-acre park site.
However, we have received some indication from the Department of Parks and Recreation that they found
the grading and grassing of this park site as being unacceptable. Therefore, we highly recommend that
your office consult with the Department of Parks and Recreation to determine whether that agency finds the
current improvement of this proposed park site acceptable for dedication to the County.
