Resolution No. 324
WHEREAS, the Council of the County of Hawaii wishes to
adopt a policy on providing more effective service to the
public in certain areas in which public concern has been
expressed; and
WHEREAS, the Council has received numerous comments
from the public on the desirability of providing increased
services from the County to the public in certain instances;
and
WHEREAS, the Council, in encouraging public participation
in government, held a public hearing to receive the comments
of the public on which County services should be made more
readily available; and
WHEREAS, it appeared from the public testimony received
at that hearing and submitted as a part of that hearing that:
1.. Public interest in County hours of operation was
focused on changing the times during which recreational
facilities, and personnel for administrative services for
residences were available; interest in recreational facilities
was concentrated on availability of gymnasiums.
2. The public response expressed a desire for services
on weekdays at times later than the current closing time for
County facilities and a desire for services on weekends.
3. The public response also expressed the view that
increased service was to be accomplished without imposing
additional cost to the County; and
(1) Administrative Services for Residences
Proposed office working hours for only those
affected employees rendering the servicing
and processing of single residential
building permits:
8:45 a.m. - 5:30 p.m.
Monday - Friday
All others not affected by the changes will
continue on the regular working schedule:
7:45 a.m. - 4:30 p.m.
Monday - Friday
(2) Access to Recreational Facilities
Proposed office working hours for only those
affected employees rendering the operation
of recreational facilities such as gymnasiums
and centers:
12:15 p.m. - 9:00 p.m.
Friday -
8:00 a.m. - 4:00 p.m.
Saturday
All others not affected by the changes will
continue on the regular working schedule:
12:15 p.m. - 9:00 p.m.
Monday - Friday
8:00 a.m. - 5:00 p.m.
Friday
It is further the desire of the Council of the County of
Hawaii that the County as an employer work harmoniously
with the representatives of its employees in achieving
this policy.

BE IT FURTHER RESOLVED that the Mayor be furnished
with a copy of this Resolution stating the policy of the
Council and that the Mayor be requested to take all
appropriate steps necessary to implement this policy
within six months upon approval of this resolution.
