Comm. 487: AN ORDINANCE TO INITIATE AN AMENDMENT TO ARTICLE III,
(Bill 131) SECTION 3-18, LEGISLATIVE BRANCH, COUNTY COUNCIL, OF THE HAWAII
COUNTY CHARTER 2000 (2008 EDITION), TO ESTABLISH BUDGETARY
INDEPENDENCE FOR THE OFFICE OF THE LEGISLATIVE AUDITOR, REVISE
THE PROVISION RELATING TO RETENTION OF LEGAL COUNSEL, AND MAKE
ONE NON-SUBSTANTIVE CORRECTION TO EXISTING CHARTER LANGUAGE
{sets aside two-tenths of one percent (.002) of the combined operating, capital, and
special funds budgets for each fiscal year to be appropriated to the Office of the
Legislative Auditor for its annual expenses; reformats section 3-18(f) to set out the
paragraph pertaining to the Legislative Auditor's right to retain independent counsel; and
makes other non-substantive housekeeping changes to section 3-18(f)}

approval for land transactions of ten acres or larger; and that the Director of Finance will
submit a resolution including the terms of sale or lease, the intended use of the property
and the name or names of the perspective buyer or lessee for the Council's approval)

Notice is hereby given that pursuant to Hawaii Revised Statutes (hereinafter "HRS") §92-3.5, the Hawaii
County Council will be conducting this Committee meeting via videoconference. Councilmembers will be
present at the following locations:
• Sheraton Keauhou Bay Resort & Spa, 78-128 Ehukai Street, Kona; and
• County Councilroom, Ben Franklin Tower, 2"d Floor, 333 Kilauea Avenue, Hilo.
Public Attendance Via Videoconferencing is available at the locations above and at the Waimea Council
Office at the Holomua Center, 64-1067 Mamalahoa Highway, Suite 5 until 4:30 p.m., or later in the event
public witness testimony has not been completed. If audio stream between Kona and Hilo is lost for more
than a short period of time, the meeting will be terminated.
Submitting Testimony: Those wishing to testify in person must register with the County Clerk's staff.
Those submitting written testimony at the meeting should bring fourteen (14) copies for distribution.
Testimony may also be submitted (1) by mail to the County Clerk's Office in Hilo at 25 Aupuni St., Hilo,
