Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 399, reports as follows:
60-DAY REPORT FROM THE DEPARTMENT OF PUBLIC WORKS EVALUATING THE
MAMALAHOA HIGHWAY BYPASS; FROM MARCH I O TO MAY 9, 2009 (the report provides the
amount of motorists using the bypass, discusses the effect on the "Kainaliu Crawl," provides reports from
the residents and developers in the area, reports on daily operations in controlling traffic, status of safety
improvements, plans for future safety improvements and provides the department's recommendation. This
report is submitted pursuant to Ordinance Nos. 08-58 and 08-59, and also requires the Council take
appropriate action to determine the continued use of Haleki`i Street as a public vehicle thoroughfare).
There was no testimony from members of the public regarding the proposed resolution.
Assistant Corporation Counsel Gerald Takase and Department of Public Works Traffic division head
Ronald Thiel appeared before your Committee. Mr. Takase reported the Coupe legal situation is likely to
continue for sometime and that the Hokulia group has begun the process of rededication of the roadway via
a list of requirements to be met.
Mr. Thiel stated efforts are being made to cut the expenses involved with the trial operation of the roadway
and that in his opinion it has been a success and the trial period should be extended.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and
intent of the contents of Comm. 399 and recommends its acceptance.
