Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 406Bi1199, reports as follows:
AN ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII COUNTY CODE 1983
(2005 EDITION, AS AMENDED), RELATING TO VEHICLES AND TRAFFIC {adds South
Kopua Road to Article 10, Division 1 (Speed Limits), Section 24-255, Schedule 3 (25 mile per
hour limit), paragraph (g), Puna, pursuant to a request from the Hawaii County Police
Department to update the Hawaii County Code to ensure that the Traffic Schedules section of
Chapter 24 reflects field conditions}.
Puna Community Policing Officer Scott Amaral testified this codification is requested to assist
with reducing the protestation traffic at the County Court. Ronald Thiel of the Traffic Division
stated this was not a reassignment of speed, as all unmarked County roads are default 25 MPH.
He also affirmed it is a County Road, and Councilman Enriques confirmed he has inspected the
site with Director Warren Lee of Public Works.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Bi1199 and recommends passage at first reading.
