No. 398 Your Committee on Public Safety and Pazks and Recreation, to which was referred Communication 398, reports as follows: Communication No. 398, transmitted by Mayor William P. Kenoi, dated June 8, 2009, nominates the following individuals to the Hawaii County Veterans Advisory Commission: Mr. Emily W. Wert' is from Pahoa and will represent the Military Order of the Purple Heart (MOPH), serves as the Commander and Senior Vice Commander of the of the MOPH and is a member of the Korean War Veterans and the chair of the Hawaii Veterans Parade Committee. He states that he is not affiliated with any political party. If confirmed, he will replace Richard L. Stevens who resigned. Mr. Wert' will serve the remainder of Mr. Steven's term that will expire on December 31, 2010. Mr. David R. Cazlson is from Kailua-Kona and will represent the American Legion. He is the Vice Commander of American Legion District 4, treasurer of the Kona Hawaiian Civic Club and the A & D Director of the West Hawaii Veterans Cemetery. He states that he is not affiliated with any political party. If confirmed, he will serve a term to expire on December 31, 2013. Mr. Carlson appeazed before the members of the Committee via videoconferencing from the Kona Council office. Mr. Antonio T. Gaspar is from Kailua-Kona and will fill an independent slot. He is a member and Commander of the American Legion. He is a tax counselor for the elderly and does volunteer income tax assistance. If confirmed, he will serve a term to expire on December 31, 2013. He was unable to attend this meeting due to prior commitments. Mr. Don Bennett is from Pahoa and will represent the Hawaii Island Veterans Memorial, Inc. He is a Certified Service Officer of the MOPH, and volunteers at numerous life caze and veterans centers. He states that he is a Republican. He has been a member of this commission for the past seven years. His term expired in December 2007, and he is being nominated to succeed himself for another term that will expire on December 31, 2012. PSPRC Report No. 12 Comm. 398 Page -2- Pursuant to Chapter 15, Article 7, Section 15-61, Hawaii County Code, there shall be a Veterans Advisory Committee composed of 15 members, who shall be appointed by the Mayor and confirmed by the Council. Although Mr. Gaspar was not present at the meeting, Chair Yagong advised Deputy Corporation Counsel Brandon Gonzales, who was present at the meeting, that the nominees are not required to be present for the final confirmation at full Council. Your Committee on Public Safety and Parks and Recreation recommends the appointment of Emile W. Wery, David R. Carlson, Antonio T. Gaspar, and Don D.
