Resolution No. 422 82
WHEREAS, pursuant to Chapter 2, Article 9, Section 2, Hawaii County Code, as
amended, Disposition of Real Property, provides that the County Council may direct
the Finance Director or Chief Engineer to dispose of real property in fee, by lease
license, or permit; and
WHEREAS, it is the objective of the County to provide elderly housing within
downtown Hilo which preserves the lifestyle of elderly residents, and low-rise
buildings with adequate space for open area; and
WHEREAS, the County Council by Resolution No. 563, specifically points out
the need for elderly housing within downtown Hilo; and
WHEREAS, the Hawaii County Housing Agency in Resolution No. 18 authorized the
formation of a joint venture between the County of Hawaii and the Hawaii Housing
Authority for the development of the Haili Elderly Housing Project, and further
authorized the Housing Administrator to do all things necessary to the formation
and promotion of the joint venture; and
WHEREAS, the County and HHA have negotiated a complex multi -agency funded
agreement with Haili Associates a limited partnership composed of T. Iida Partners,
a Hawaii limited partnership and the National Housing Partnership, a District of
Columbia limi.ted partnership; and
WHEREAS, the U. S. Department of Housing and Urban Development (HUD) approved
the County of Hawaii's proposal to acquire and to develop a low-income housing
project for the elderly on the Haili Street site (TMK: 2-2-12; 8 having an area of
57,025 sq. ft.); and
WHEREAS, the Office of Housing and Community Development now desires to
negotiate lease terms with Haili Associates; and
WHEREAS, in order to assure success of the Haili Elderly Housing Project, the
Council finds that it is in the public interest to negotiate lease terms with Haili
Associates rather than to offer the lease at public auction;

NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii, that
the Finance Director is hereby directed to negotiate lease terms with Haili
Associates to further the develpment of the Haili Elderly Housing Project; and
BE IT FURTHER RESOLVED that the Housing Admistrator is hereby authorized
to work closely with the Finance Director to negotiate a lease agreement with
Haili Associates; and
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Hawaii Housing Authority and the Departments of Finance and Housing and Community
Development.
