County of Hawaii - State of Hawaii Resolution WHEREAS, the Comprehensive Employment Training Act (CETA) was authorized in December of 1973 for the purpose of providing job training for the economically disadvantaged; and WHEREAS, on July 1, 1982, the United States Senate passed S. B. 2036 re -authorizing the Comprehensive Employment Training Act; and WHEREAS, S. B. 2036 includes amendments requested by Senator Daniel K. Inouye which name native Hawaiians and American Samoans residing in Hawaii as beneficiaries of the National Job Training Act programs; and WHEREAS, S. B. 2036 recognizes the potential for alleviating the strains imposed on Hawaii's Samoan immigrants as a result of their transition from simple non -technological villages to complicated industrialized cities through job training; and WHEREAS, the Comprehensive Employment Training Act job training programs have proven their effectiveness in providing excellent opportunities for unskilled youths and adults to develop on-the-job experience and meaningful careers. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it supports the re -authorization of the Comprehensive Employment Training Act with the amendments as requested by Senator Daniel K. Inouye benefiting native Hawaiians and American Samoans residing in Hawaii. BE IT FURTHER RESOLVED by the Council of the County of Hawaii that it urges the United States House of Representatives to pass S. B. 2036 re -authorizing the Comprehensive Employment Training Act. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii remit true copies of this resolution to The Honorable Thomas P. O'Neill, Jr., Speaker of the U. S. House of Representatives, The Honorable Daniel K. Akaka, U. S. House of Representatives, and The Honorable Cec Heftel, U. S. House of Representatives.
