Irresolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
FEDERAL AND STATE FUNDED -EXEMPT POSITIONS (EXHIBIT B)
SECTION 8.15. OFFICE OF THE PROSECUTING ATTORNEY
Victim Assistance Unit
(State Funded)
1. Add two new positions of Victim/Witness Counselor SR -21.
2. Add one new position of Clerk -Stenographer SR -9.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departmentsof Prosecuting Attorney, Finance and Civil Service for
their information.

counselor for the additional time needed to reach all.the victims in
the outer districts.

VICTIM/WITNESS COUNSELOR
Duties Summary:
O 2.360
Performs a variety of counseling services; provides information,
counsel, advice and assistance to victims/witnesses of criminal acts; acts
as liaison between the victims/witnesses and the criminal justice -system
agencies.; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for providing
comprehensive counseling to victims/witnesses of criminal acts and to coordinate
activities with other, public and private agencies providing services.
'Illustrative Examples of 'Work:
Acts as liaison between the victims/witnesses and the criminal
justice system agencies; contacts victims/witnesses to inform them of their
rights and services available through the State Criminal Injuries Compensation
Commission and other criminal justice system agencies; counsels the victims/
witnesses as to their role in the prosecuting; arranges witnesses schedules
and testimony times; transports witnesses from the airport and court to their
accommodations; acts as liaison between the prosecutor and the victims/witnesses;
works with the community organizations to establish possible groups to aid
victims, establishes trust funds financed by the offenders, and solicits other,
sources of funds to service the victims; assists in the speedy return of
property to the victims; counsels victims who have been traumatized by their
experience; collects and compiles information concerning the cases; prepares
correspondence; prepares case records, reports and other documents.
Minimum Qualification Neouirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in social work, sociology, psychology, or a related field and
2 years of experience in a program which provides social services, including
counseling to individuals.
Knowledge _of: laws, rules and regulations relating to the State
Criminal Injuries Compensation Commission; public and private community
resources providing services and/or benefits relating to criminal justice
system programs.

Sliould,this position be approved, it would be located with the
Victims Counselor.ih Hilo and be able to provide assistance to
our 4 Special Investigators, since they are all located in the

this unit, which is located in the Old Hospital.

Duties Summary:
Takes and transcribes dictation and performs a variety of clerical work
in preparing, processing and filing forms, records and similar materials in
accordance with general instructions and procedures; and performs other related
duties as required.
Distinguishing Characteristics:
This class differs from that of assistant Clerk -Stenographer in that
the Clerk -Stenographer performs a variety of tasks involving referral to a
number of different sources, executes assignments in accordance with general
instructions, accomplishes work with some use of discretion and selectiveness in
deviating from established processes and procedures, and takes and transcribes
dictation as a regular requirement; whereas the assistant Clerk-Stenogrcpher
performs routine, repetitive tasks which are primarily procedural in nature,
executes assignments in accordance with specific instructions or clearly defined
procedures, and takes and transcribes dictation as a regular requirement. This
class differes from that of Senior Clerk -Stenographer in that the Clerk
Stenographer performs a variety of tasks involving referral to a number of

Hinimum Qualification Requirements:
Training and Exaerience: A combination of education and experience
substantially equivalent to graduation from high school, including or supplemented
by course work in typing and stenography, and one year of clerical experience
which shall have included some typing and stenography.., -
Knowledge of: office practices and procedures; filing methods and
systems; grammar, spelling and word usage; the purposes and uses of standard
office machines. l�
Ability to: take dictation at the rate of '80,words per minute and
transcribe notes accurately; type at the rate oftU net words per minute; make
arithmetical computations; compare names and numbers'accurately; keep records,
summarize materials and prepare simple reports; operate standard office machines
and equipment; understand and interpret lacus, ordinances, rules, regulations
and policies pertinent to the department; follow oral and written instructions;
deal tactfully and effectively with the public; work harmoniously with others.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perfcrm-
ance of the duties.
