Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the
Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the Salary Ordinance of 1982 is hereby amended for the following department:
SECTION 8.08 (e). BUREAU OF SEWERS AND SANITATION. DEPARTMENT OF PUBLIC
WORKS.
1. Reallocate one position of Civil Engineer IV SR -24 to
Civil Engineer V SR -26.
2. Transfer from Section 8.08 (c), Bureau of Plans and Surveys,
one position of Engineering Aid III SR -15.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the departments of Public Works, Finance and Civil Service for their information.

Narrative describing the rationale and impact of the proposed change.
a. Why the changes in functions are necessary.
Solid waste management in Hawaii County is in a period of
transition. The County has actively progressed towards the closing
of unsightly open dumps. Sites have been acquired for new facilities
for the handling and disposal of waste so that other dumps can be
closed. The County has purchased new compactor trailers and heavy
equipments. There has been a continued attention to improve
management of the systems. The program has been expanded over
several years from a relatively small and simple community type open
dump to one which involves collection stations, transportation, and
final disposal in a sanitary manner. Where previous operations
involved burning of the rubbish and occasionally compacting the ash
to make more room for the refuse, today the operartion involves
transfer stations in the communities and hauling the refuse to
centralized disposal sites (landfills).
With the increases in new solid waste facilities and State and
Federal regulations and guidelines for their operations, there is a
need for greater management of this important task.
To coordinate the activities of the solid waste programs, an engineer
(manager) is required who will be responsible for its
administration. This task includes the establishment of an a
efficient, coordinated solid waste management system between the
Bureau of Sewers and Sanitation and the Division of Road Construction
and Maintenance. The responsibility of the manager will be to
oversee the following functions:

Permits conditions in relation
to operation of
the facilities.
2.
Prepare plans of operation for
the solid waste
activities.
3.
Handle the.monitoring analyses
as required by the Department of
rt,
Health.
4.
Engineering (design) aspect of
the solid waste
facilities and
systems.
5.
Coordination of regulations with the operation
activities.
6.
Make policies and standards for the solid waste activities.

b. Alternatives that were considered in lieu of proposed changes in
functions.
The County's solid waste program during the last 10 years, has
developed into a $1 million per year activity. Due to the size of
the program and the funds being allocated, there is a definite need
to better coordinate this activity. Very little latitude is present
in considering alternatives to this change in function, especially
when considering Federal and State mandates.
c. How the proposed change affects the functions of other units in the
organization.
The present operations and responsibilities are handled by the Bureau
of Sewers and Sanitation and the Division of Road Construction and
Maintenance causing an intermixing of activities and problems of
authority.
A more defined relationship between the sections is required, i.e.:
day to day operation supervision by the Road Overseers and Highway
Superintendent (Div, of RM&C) and lateral communication but not a
direct link of the activities with the Bureau of Sewers and
Sanitation whose function will be channelizing information and
programs, regulations and guidelines and development related to the
operation activities.
The relationship will be improved with the creating of the requested
position in that the technical and management task by the Bureau of
Sewers and Sanitation can be handled in a more 'competent fashion.
d. Alternatives that were considered in lieu of the proposed changes in
positions.
Alternatives were considered such as placing the management
responsibilities.with the Road Division but were discarded as being
less effective, as this program requires a person with a wide range
of professional and technical expertise.
e. How the proposed._changes affect positions in the other units of the
organization.
This change will improve interaction with the Road Division, which
will be charged with the operational responsibilities of the program.

CIVIL ENGINEER IV
Duties Summary:
Does difficult professional engineering work in the design, construction,
maintenance and operation of civil engineering projects; prepares designs, plans,
specifications, estimates and reports; and performs other duties as required.
Distinguishing Characteristics:
This class differs from that of Civil Engineer III in that the Civil
Engineer IV is responsible for the development, analyses and construction of a
complex and major project or several less complex projects where responsibility
for supervision or coordination is pronounced; whereas the Civil Engineer III
is responsible for well—defined, routine or uncomplicated projects or acts as
an assistant to the Civil Engineer IV on major projects. This class differs
from that of Civil Engineer V in that the Civil Engineer IV has responsibility
for a complex and major project or several less complex projects; whereas the
Civil Engineer V has responsibility for --a number of complex and major engineering
projects operating simultaneously where the problems of supervision and coordina—
tion are pronounced.
Illustrative Examples of :fork:
Makes office and field studies of proposed projects and supervises
preliminary and final surveys; establishes bench marks; takes cross—sections,
profiles and contours; makes survey computations and prepares preliminary
drawings; designs and assists in the design of reservoirs, retaining walls,
bridges, culverts, tunnels, pipelines, sewers, sidewalks, highways and other
concrete, steel and timber structures by computing grades and alignments,
loading and stresses, determining the size, proportion and dimensions of struc—
tures, and supervising the preparation of construction plans and drawings;
assists in the preparation of specifications and contract documents; prepares
cost and quantity estimates; checks shop drawings; supervises construction and
inspection activities; interprets plans and specifications; changes and corrects
plans; keeps records of work done, materials used, and prepares monthly and final
payment estimates; makes hydrologic and land development studies; checks plans
and specifications of buildings and structures for compliance with the building
code; reviews test reports and soil analysis reports.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in civil engineering and three years of professional civil
engineering experience.
License Required: Possession of a certificate of registration as a
professional engineer in the State of Uawaii.

Knowledge of: civil and hydraulic engineering principles and practices;
cngincering mathematics, engineering mechanics and the mechanics of materials;
structural, mechanical, electrical and sanitary engineering principles.
Ability to: do civil engineering design work or supervise construction
and inspection activities; analyze stresses and determine the required founda-
tions and structural features; supervise a small group of subordinate professional
or subprofessional employees; prepare engineering and inspection reports.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition' standards doomed necessary and proper for perfor-
mance of the duties.
This is an amendment to the specification for the class
CIVIL ENGINEER IV which was approved on august 29, 1957.

CIVIL ENGINEER V
Duties Summary:

mates and reports; and performs other related duties as required.

Engineer V is responsible for a number of complex and major engineering projects
operating simultaneously where the problems of supervision and coordination
are pronounced; whereas the Civil Engineer IV has responsibility for a complex
and major engineering project or several less complex projects. This class
differs from that of Civil Engineer VI in that the Civil Engineer V has respon—
sibility for supervising the design, construction and maintenance of a number
of complex engineering projects; whereas the Civil Engineer VI not.only does
the most difficult professional engineering problems but has substantial
administrative responsibility, or acts as an assistant to the head of a major
division or bureau.
Illustrative Examples of Work:
Supervises preliminary and final surveys; designs and supervises the
design of bridges; reservoirs, culverts, retaining walls, tunnols, highways,
pipelines, sewers, sidewalks, playgrounds, school grounds, drainage channels and
other concrete, steel and timber structures; prepares and supervises the prepa—
ration of specifications and estimates; assigns project engineers and inspectors
to construction projects; prepares or supervises others in preparing construc—
tion plans; settles disputes between contractors and inspectors; supervises
construction and inspection; approves changes during construction; makes special
investigations and engineering economic studies; prepares reports; supervises
the collection and analysis of statistical data; .assists in preparing work
schedules and budget estimates; reviews and approves construction plans for
subdivision roads submitted by private persons; supervises the preparation and
maintenance of maps and records.
Minimum Qualification Requirements:
Training and 'Experience: a combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in civil engineering and four years of professional civil
engineering experience.
License Required: Possession of a certificate of registration as a
professional engineer in the State of Hawaii.

knowledge of surveying and of construction principles and practices to be able

foundations and structural features; plan and supervise the work of engineering
and technical employees; make engineering studies and prepare technical reports.

Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perfor-
mance of the duties.
