Resolution
WHEREAS, the Federal government has made fundamental changes
in the system of funding human services by eliminating many
categorical grants and consolidating them in block grants to be
administered by the State; and
WHEREAS, the resultant cutbacks in Federal and State funds
have threatened the survival of many nonprofit human -service
organizations that provide invaluable services to needy clients in
our community; and
WHEREAS, a reduction or elimination of these services will
adversely affect the physical and mental well-being of the less
fortunate clients they serve; and
WHEREAS, the discontinuance of these agencies to provide their
service may saddle Hawaii County with physical and fiscal burdens
which fall outside of its jurisdictional scope and capability; and

WHEREAS, indications from the Reagan Administration suggest
that this situation will not improve; and
WHEREAS, it presently appears that there is a duplication of
services being provided to targeted groups -,by these various
nonprofit organizations within this community.
NOW, THEREFORE, BE IT•RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that these organizations be encouraged to combine their
administrative functions and clerical assets, where appropriate,
to consolidate fixed administrative costs and thereby allow
greater utilization of funds for programs and services and,
perhaps, assure their survival.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be instructed to remit copies of this Resolution to all
appropriate member organizations of the Interagency Council.
