Resolution
WHEREAS, pursuant to County.Charter Section 3-14 interim amendments to the
Salary Ordinance.may be by resolution;
NOW', THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the Salary Ordinance of 1982 is hereby amended for.the following department:
FEDERAL AND.STATE FUNDED=EXEMPT POSITIONS (EXHIBIT B)
SECTION 8,02_(e), OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT. OFFICE OF THE
MAYOR, (Federally Funded)
1, Add one new position of Private Secretary SR -16.
2, Add one new position of Planner/Housing Program Specialist SR -21.
3. Add one new position of Housing Counselor SR -15.
4, Add one new position of Housing Aide II SR -11.
5, Reallocate.two positions of Housing Specialist SR -21 to Housing
Specialist SR -26.
6, Reallocate one position of Community Development Technician SR -15
to Community Development Specialist SR -18.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the departments of Housing and Community Development, Finance and Civil Service
for their information.

Newly authorized urograms, basis for increased workloads, etc.):
a: Currently, the Private Secretary duties are being provided by a temporary Senior
Clerk. It is anticipated that the workload will increase far beyond the termination
date of the temporary position.
b. Appointment of full-time Housing Administrator located at the OHCD has caused a
greater need for a Private Secretary..,
c. Anticipated expansion of services provided by OHO will place a greater demand on
clerical staff. A Private Secretary is needed to coordinate the clerical team
to assure continuous flow of information, clerical service, timely completion of
special assignments, and periodic reports.

office. If the Senior Clerk-Stenographer.is absent it will cause disruption
of the flow of incoming and outgoing information and the provision of clerical
services for the entire office.

PRIVATE SECRETARY
Duties Summary:
Serves as personal secretary to a department head; organizes and
coordinates clerical and routine administrative matters for the executive; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Secretary in that the Private Secretary
serves as personal secretary and provides secretarial services to a department
head; whereas the Secretary provides secretarial services to the head of a major
division or office in a department or agency whose managerial functions are intense
and complex by reasons of the scope, variety and/or nature of programs.
Illustrative Examples of Work:
Arranges appointments and receives and screens visitors and telephone
calls; takes and transcribes dictation of letters, reports, and messages; reviews
all incoming correspondence and independently answers routine correspondence;
searches files, compiles data, summarizes and assembles background material and
information as required by the department head; gives information to the public
and others based upon knowledge of departmental functions, organizations, policies
and the department head's thinking and attitude; arranges meetings and takes and
transcribes minutes of meetings and conferences; prepares material for the depart-
ment heads easy reference during meetings and conferences; coordinates and reviews
outgoing correspondence, reports and fiscal documents for accuracy, completeness
and compliance with legal provisions and established procedures;"orients new
personnel on departmental policies and procedures; maintains follow-up and
filing system for records and material of the office.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school including or supplemented
by stenographic courses and 5 years of clerical and stenographic or secretarial
experience.
Knowledge of: office practices and procedures; filing methods and
systems; spelling and word usage; uses of standard office machines.
Ability to: take dictation at a rate of 90 words per minute and
transcribe notes accurately; type at the rate of 45 net words per minute; under-
stand and interpret laws, ordinances, rules and regulations; summarize and brief
materials; give and follow oral and written instructions; deal tactfully and
effectively with employees and the public; work harmoniously with others.

PLANNER/HOUSING PROGRAM SPECIALIST
Duties Summary:
Serves as staff specialist in the development and evaluation of housing
programs and functions; assists in planning and coordinating the development of
housing projects; and performs other duties as required.
Distinguishing Characteristics:
This class is distinguished by its dual responsibility as a Planner and
as a Housing Specialist in the development of public housing projects.
Illustrative EXamDles of Work:
Serves as a staff specialist and conducts special studies to determine
the necessity for and feasibility of developing new single family or multi -family
housing projects for lower income families; assists in the coordination, organiza-
tion and implementation of low, moderate income housing project activities; assists
in the drafting of long-range goals and objectives for each division in the Housing
Office as requested by the superiors in coordination with other divisions; studies
available building sites and recommends sites for acquisition, prepares application
for zoning changes and land subdivision as required, and prepares work plans and
time schedules, including PERT diagrams, for development of the proposed housing
project; assists in developing the concept of the project, including the site plan,
building plan and amenities and coordinates through the architectural consultant,
the preparation of the construction plans, cost estimates and time schedules;
prepares applications to government sources for interim and long-term financial
loans and subsidy assistance, including the preparation of supporting plans and
documentation such as the capital and operating budgets, the financial feasibility
analysis, and the sales or property management program; provides technical assistance
to staff, tenant organizations and other interested persons; disseminates housing
information; speaks to community groups and organizations; prepares reports and
correspondence.
PLANNER/HOUSING PROGRAM SPECIALIST -2-
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in city planning, sociology, business or public administration,
political science or a related field and 3 years of experience in technical plan-
ning or related planning activities.
Knowledge of: the principles, practices, purposes, scope and techniques
of the various phases of County housing planning; trends in Federal, State and
local planning as they affect County housing planning; research methodology and
statistical.preparations; sources and uses of socio-economic information; State
and local laws and ordinances relating to public housing.
Ability to: develop planning ideas and recommendations which are in
accordance with laws, regulations and the public interest; collect, analyze, and

Duties Summary:
Conducts interviews and counsels prospective applicants with regard

Distinguishing Characteristics:
This class differs from that of Housing Aide II in that. the Housing
Counselor conducts individual and group discussions relating to housing program

whereas the Housing Aide II receives and reviews lease forms for compliance
with regulations and is primarily concerned with matters related to leases in
terms of determining leases acceptability.
Illustrative Examples of Work:

are implemented.

Duties Summary:
Plans, organizes, and coordinates an effective Community Development
program involving information and preparation of narratives and documentation for

Distinguishing Characteristics:
This class is distinguished by its responsibility for planning, organizing
and executing the Community Development programs and projects for the County of
Hawaii.
Illustrative EXamDles of Work:
Plans, organizes, directs and coordinates the Community Development
programs for the County of Hawaii; prepares division's long-term and short-term
budget, work, plans and schedules, task assignments, coordination and review of
work, report preparation, personnel training and coordination with other divisions
to secure accounting, purchasing, personnel and clerical services; supervises
and uses Electronic Data processing equipment; coordinates the work with various
County and private agencies to assist in the preparation of narratives and documenta-
tion to support Community Development Block Grant and other Federal grant applica-
tions including such tasks as attending meetings and conducting public hearings,
conferring with agencies and persons on projects, performing project -related
research, preparing project budgets and.preparing correspondence; acquires and
maintains full knowledge of all regulations of the CDBG programs and be aware of
and implement other regulations that may be pertinent to the CDBG program such as
equal opportunity regulations, fair labor standards, acquisition and relocation
policies and environmental assessment requirements; supervises or conducts the

Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university

Knowledge of: basic government functions, programs and services;
characteristics and peculiarities of the community served; the structure functions
