Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance of 1982 is hereby amended for the following
department:
SECTION 8.04 (g). DATA PROCESSING DIVISION. DEPARTMENT OF FINANCE.
1. Transfer from Section 8.04 (b), Division of Accounts, one
position of Computer Specialist SR -24 and reallocate to
Data Processing Manager EM -3.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Finance and Civil Service for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
The Data Processing activity within the Finance Department has been rapidly expanding.
In particular, with the installation of the new computer system in June 1981, a
network of data processing/word processing terminals has been providing the electronic
information needs of many County departments. New applications have been implemented
on the computer and considerable interest among County departments and agencies in .
the capabilities of the new computer system has been felt through a surge in requests
for data processing services by County department heads. Also, the new computer
capabilities require additional coordination with other government agencies with
respect to the sharing of electronic information.
2. If reallocation, list onlv new duties. (Example: 1. Takes,.
dictation 40£; 2. Keeps office accounts 30%, etc.):
Directs Computer System Operations 50% (was 40%)
Coordinates Data Processing Activities
both Internally & Externally 30%
Establishes EDP Related Plans & Goals 15%
3. Give reasons why new duties at h_cher level are needed and cannot
be assigned to classes at higher level or handled in other ways"
such as short term contracts, etc. (Use productivity measurements
where possible.):
The highly specialized technical expertise required for this position necessitates
assignment of these duties at the EDP Manger's level and not at higher levels.
The demands involved with day-to-day operations require the presence of competent,
in house management for a function as critical to County operations as Data
Processing.

Plans, supervises and coordinates data processing activities to service
departments and agencies of the County; designs and develops systems for
electronic processing; and performs other related duties as required.
Distinguishing Characteristics:
This class is.distinguished by its responsibility for supervising and
coordinating the activities of the County's data processing system.
Illustrative Examples of Work:
Plans, directs, supervises and reviews the work of subordinates in data
processing functions; develops and establishes operational policies, procedures
and instructions for processing a wide variety of data on an electronic computer;
designs and develops electronic data processing systems and procedures involving
the analysis and evaluation of data processing requirements and operating methods
for a major area of data processing requiring the integration and coordination of
several sub -sections; develops plans for the implementation of recommended systems
and procedures; performs analysis, program design, coding and other programming
tasks required to produce reports, mathematical computations, maintain data files;
meets with operatingagencies' personnel as necessary; studies program application
specifications, plans sequence of action and determines basic decisions and actions
required to produce output; devises program logic and determines use of available
or new utility routines; converts general job descriptions and flow charts into
detailed logic plans_, charts or diagrams; translates detailed flow charts, block
diagrams and decision tables into coded machine language; determines optimum,
equipment configuration; prepares procedure manuals and all elements of program
documentation; designs record formats and determines layouts and optimum lengths;
prepares test data -and schedules.
Minimum.._Qualification Requirements:

Knowledge of: computer components and their operations; phases of
data processing system analyses of office systems and procedures; computer machine
logic; computer programming concepts, techniques and languages; the use, operation,
adjustment and wiring of data processing equipment; office practices and procedures;
and principles and practices of supervision.
Ability to: direct and control the operations of an electronic data
processing center; read and understand computer programs; visualize the flow of
data through a computer system; supervise the operation of a computer and auxiliary
equipment and take appropriate action in stop -and -error situations; plan and
develop procedures for processing data; instruct others in machine operations;
keep records and prepare reports; develop and maintain effective working relations
with others; read technical publications and keep abreast of developments in field;
give and follow oral and written instructions.

Duties Summary:

Plans, organizes, and directs the activities -of the County's centralized
electronic data processing system; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for the County's
centralized computer system and the County's integrated data processing/word
processing system.
Illustrative Example's of Work:
Plans, organizes and administers the County's program of centralized
electronic data processing system; develops EDP operational guidelines and
policies; participates in developing long-range plans for the centralized data
processing systems, including the contemplated assumption of new functions and
major system changes; coordinates work internally and externally, adjusting
work operations as necessary.to meet requirements of operating agencies,
establishes and maintains development schedules for projects and prepares status
reports on projects; plans and coordinates data entry and computer operations
activities; plans, directs, coordinates and reviews the work of systems analysts
and programmers relative to the design and development of overall EDP systems;
prepares EDP activity and other reports and correspondence; coordinates and
directs maintenance and modification of implemented data processing, systems;
interfaces with other County departments and agencies regarding systems projects
and problems; plans, organizes and directs feasibility studies of proposed data
processing applications, systems design, computer programming and systems
implementation; reviews and approves required specifications for new applications
and/or revisions to existing computer applications; interfaces with outside
government agencies at federal, state and county levels and with private, non-
governmental agencies in matters relating to the County's data processing/word
processing operations; establishes data processing goals and standards; prepares
EDP manpower and budget estimates; reviews and rates the performance of sub-
ordinates; interviews and hires prospective job applicants as required; keeps
informed on technological advancements in the data processing field and
determines the potential effect on current procedures and operations; promotes
the development of EDP and word-processing personnel by assuring the availability
of adequate training programs.

Knowledge of: principles and practices of supervision, public.
administration, organization and management; data processing systems analysis,
design and development; office systems and procedures; the operations,
characteristics and capabilities of various types of electronic and electro-
mechanical data processing equipment; research and statistical methods and
techniques; computer programming concepts, techniques and languages (particularly
RPG II and COBOL).
Ability to: plan, assign, supervise, coordinate and review the work
of subordinates; gather, analyze, correlate and evaluate facts and make sound
judgments therefrom; determine feasibility of converting various manual work
processes to machine operations; analyze and apply machine capabilities to data
processing operations; plan efficient organizational structure, work flow
procedures and processes and integrate these into the overall data processing
system; prepare clear and concise reports; work cooperatively and effectively
with manufacturers' representatives, operating personnel, departmental officials
and others; program a variety of data processing problems on an electronic
computer; analyze program testing and debugging results and modify programs as
appropriate; develop, revise and maintain operating manuals.
