Resolution No. 102 82
WHEREAS, President Ronald Reagan sneaking_ at the Eureka
College commencement ceremony on May 9, 1982, called for
one-third reduction of strategic arsenal by both the United
States and the Soviet Union; and
WHEREAS, President Reagan stated that he had written
President Leonid I. Brezhnev three days prior, hoping to
commence negotiations by June; and
WHEREAS, the proposed reduction would roughly cut the
nuclear warheads from 7,500 to 5,000 on both sides, deploying
no more than 50 percent on land bases; and
WHEREAS, on the second phase of the proposal, President
Reagan said, the two superpowers would make further cuts in all
their strategic forces and in both phases, there must be an
agreement on verification procedures to ensure compliance by
both countries; and
WHEREAS, many state's legislature in the nation, including
Hawaii, Connecticut, Massachusetts, Oregon, New York, Wisconsin,
Minnesota, Kansas and Maine passed resolutions supporting nuclear
weapons freeze; and
WHEREAS, the State of California, with 500,000 signatures,
will vote on a nuclear -free initiative at the coming election;
and
WHEREAS, a bipartisan coalition of 139 Senators and Represen-
tatives has introduced a freeze resolution in both houses of
Congress; and
WHEREAS, Hawaii County Council on November 18, 1981, passed
a similar resolution requesting the President of the United States
to join hands with the Soviet Union in de-escalation of nuclear
weapons between the superpowers.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it takes this means to extend our gratitude to the
President of the United States for implementing the requests of
the American people.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii be instructed to remit conies of this resolution to
President Ronald Reagan; to our Congressional Delectation; the
Governor of the State of Hawaii; the State Senate President
and the Speaker of the State House of Representatives.
