HomeMy WebLinkAboutRES 395 Draft 01 1980-1984DI 0 County of Hawaii - State of Hawaii Resolution WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: SECTION 8..15. OFFICE OF THE PROSECUTING ATTORNEY. 1. Adjust pay grade of one position of Deputy Prosecuting Attorney LS -7 to LS -10. 2. Reallocate one position of Legal Stenographer SR -14 to Senior Legal Stenographer SR -16. This resolution shall amend the Salary Ordinance of 1981 and incorporated into the Salary Ordinance of 1982, after adoption. BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to.the departments of Prosecuting Attorney, Finance and Civil Service for their information. With the increasing.crime rate and high police solution rate,. referralsare constantly increasing. B. Studies have shown that an attorney can competently handle about 50-75 cases although our deputies avarage 100-175 cases. C. Increase in Police staff and improved equipment, therefore, proportionate increase necessary to strengthen criminal justice system. 2. If reallocation, list only new duties. (Example: 1. Give reasons how new duties arose (statutes enacted, Ordinances, -Newly authorized programs, basis for increased workloads, etc.): 1. Previously, two Legal Stenographer positions were downgraded to Senior Clerk -Stenographers, and therefore, ;:Helen Deguchi was given the responsibility to supervise both positions. However, one position was recently filled by another Legal Stenographer, and we hope to reinstate thFe Clerk -Stenographer to the original Legal Stenogra9her classification, leaving three legal'stenographers without an immediate supervisor, other than the Senior Deputy PA. 2. Now that'.the West HI Deputy has been elevated to the Sr: Deputy, the additional administra- tive and logistical responsibilities. has increased. Helen Deguchi'is assigned to"the Sr.. Deputy,and therefore will be responsible for the -day -'to -day office follow-ups. 2. if reallocation, .list only new duties. (example: 1. Takes dictation 40%; 2. Keeps office accounts 30'., etc.): 1. Supervision of other legal stenographers. 2. Follow-up on office communications. 3. Responsible for all West HI intake of police reports/cases for the new manual PROMIS systsm. 4. Work on office budget with the Senior Deputy since each unit is responsible for respective budgets: S. With the increase of personnel, additional respohsibility in office personnel problems. 3. The Senior Deputy is already burdened with casework and does not have the time or expertise in clerical matters. 2. No, it was not budgeted in the current 1981-82 budget, however, we have a surplus due to unfilled positions that would cover the reallocation. 5. List other rationale or pertinent statements and data: Because the West Hawaii Unit is geographically distant from the Hilo Office, it is not realistic to have the Hilo Senior Legal Stenographer supervise the "clerical staff in Kona. The contact between the Senior Legal.Stenographer in Hilo and=the Kona clerical staff is limited to telephone conversations, and therefore, she cannot supervise the day-to-day paperwork such as memos, subpoenas, calendars, etc. G.
