Esaki Managing Director Deputy Director (90unt of 1171 DEPARTMENT OF PUBLIC WORKS Aupuni Center 101 Pauahi Street, Suite 7 Hilo, Hawaii 967204224 (808) 961-8321 Fax (808) 961-8630 _ CTD www.co.hawaii.hi.us - N August 25, 2009 t- _j HONORABLE CHAIRMAN J YOSHIMOTO AND MEMBERS OF THE HAWAII COUNTY COUNCIL HAWAII COUNTY COUNCIL HILO HI 96720 SUBJECT: TRAFFIC CODE AMENDMENT: KEALAKAA STREET 25 MPH SPEED LIMIT We request the Hawai'i County Code, Chapter 24, Article 10, Division 1, Speed Limits, Section 24-254, Schedule 2. 20 mile per hour limit, paragraph (f) Kona be amended by adding new item: ll KEALAKAA STREET IN THE SCHOOL ZONE FRONTING KEALAKEHE ELEMENTARY SCHOOL, FROM A POINT FIVE HUNDRED NINETY FEET NORTH OF PALANI ROAD AND EXTENDING ONE THOUSAND SIX HUNDRED FORTY FEET IN THE NORTHERLY DIRECTION WHILE SPEED LIMIT SIGN BEACONS ARE FLASHING. The need for this amendment is based on an effort to enhance driver awareness of the Kealakehe Elementary school zone and to minimize risk to school children, we are modifying the traffic signage and school speed limit on Kealakehe Street fronting the school. The existing school zone speed limit is 25 MPH, the proposed speed limit is 20 MPH. These proposed modifications are intended to mitigate the increase in traffic due to the recent openings of Manawalea Street and Keanalehu Drive and consequential connection to Queen Kaahumanu Highway. This is the second of three traffic code amendments required for this effort to enhance driver awareness of the Kealakehe Elementary school zone.
