Your Committee on Finance, to which was referred Resolution 210-09, reports as follows:
Resolution 210-09, transmitted by Council Member Kelly Greenwell, via Communication No. 435,
dated July 2, 2009, encourages the Administrative and Legislative Bodies of the County of Hawaii to
collaborate and engage in dialog regarding hiring a Federal lobbyist, specifically to indentify and pursue
American Recovery and Reinvestment Act (ARRA) funding opportunities applicable to the specific needs
of the County of Hawaii.
Councilmember Greenwell explained the purpose of his resolution is to investigate hiring a Federal
lobbyist to help secure money from the American Recovery and Reinvestment Act. He further stated that
not having a Federal lobbyist to help get funds from the ARRA on a full-time basis is a mistake. ARRA
is looking for good ideas and good projects.
Several members spoke in support of the resolution.
Councilmember Yagong voted "kanalua" then "no." He stated the County already has excellent
representation in Washington, through the State's congressional delegates.
Your Committee on Finance is in accord with the purpose and intent of Resolution 210-09, and
recommends its adoption.
