Your Committee on Finance, to which was referred Resolution 211-09, reports as follows:
Resolution 211-09, transmitted jointly with Bill 108 by Finance Director Nancy Crawford, via
Communication 437, dated July 7, 2009, authorizes the acceptance of a monetary donation from the
Group 70 Foundation Fund of the Hawaii Community Foundation.
The Hawaii Community Foundation has graciously donated $3,000 to the EnVision Downtown Hilo
2025 (EDH 2025), which will supplement previous funding from County Council discretionary funds and
the Planning Department's operating budget. In this upcoming year, the Planning Department and the
VisionKeepers will work with Lead Partners and stakeholders to 1) conduct the 5-year update of the
EDH 2025 Action Plan; 2) incorporate and translate design components of the Vision and Action Plan
into the Current Downtown Hilo (CDH) Commercial District in the County Zoning Code; and 3) create a
Vision Base Map that compliments the EDH 2025 Plan and the design elements within the CDH District
in the Zoning Code.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the County,
may accept gifts or donations of personal property.
A letter of appreciation will be sent to the Hawaii Community Foundation, c/o Terry Savage,
Philanthropic Services Program Officer, 1164 Bishop Street, Suite 800, Honolulu, Hawaii 96813,
acknowledging this generous donation.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution 211-09, and
recommends its adoption.
