Subject: Payment of Annual Premiums Due on Bonds Identifying the County of Hawaii as
"Obligee" for the Construction of the Mamalahoa Highway Bypass
Dear Mayor Kenoi:
This letter confirms our intent to pay the annual premiums that are due on the following Bonds
that are defined as "Hokuli'a Phase 1 Regional Traffic Improvements":

The amounts related to the premium payments are included in the funding request to Lloyds
Banking Group. The receipt of the funds is expected on or around September 8, 2009. Once
funding is received from Lloyd's Bank it is OMR's intention to remit the premium payments, for
the bonds listed above, on or before the premium due date of September 13, 2009.
