Your Committee on Finance, to which was referred Bill No. 109, reports as follows:
Bill No. 109 transmitted by Director of Finance Nancy Crawford, via Communication No. 438, dated
July 7, 2009, amends Ordinance No. 09-65, as amended, the Capital Budget, ending June 30, 2010, by
adding the following project:
MANAGEMENT:
West Hawaii Emergency Shelter - County Match 110.499.5496.20 $492,905.66

Funds for these projects shall be provided from: $492,905.66
General Obligation Bonds, Capital Projects Fund -
Fund Balance and/or other Sources
Funds will be used for the West Hawaii Emergency Shelter, pursuant to Act 178, SLH 2005, as amended
by Act 160, SLH 2006. The State Department of Budget and Finance required a County fund match of
$500,000, which was appropriated by Ordinance No. 07-43. Since that appropriation, the County has
procured and encumbered planning, design and construction work; subsequently encumbering all of the
State CIP funds, along with some federal funds received for the project; however, this project's prior
appropriation lapsed on June 30, 2009 and should be re-appropriated.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that
year with a two-thirds vote.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 109, and recommends it
pass first reading.
