No. 448/Bill 115 PLACE: Councilroom Ben Franklin Bdg., 2nd Floor 333 Kilauea Avenue Hilo, Hawaii TIME: 12:00 pm Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Safety and Parks and Recreation, to which was referred Communication 448 and Bill 115, reports as follows: Bill 115, transmitted by Council Member Brenda Ford, via Communication No. 448, dated July 22, 2009 seeks to amend chapter 15 of the Hawaii County Code by adding an article that would provide for the establishment and regulation of County dog parks. Ten public testifiers spoke in support of this bill, and at least three stated they were part of a group called "Let Us Run Our Dogs." The Director of Parks & Recreation Bob Fitzgerald testified that establishment and further definition of the dog parks would be in the hands of public organizations as there is no budget for enacting or enforcement of the Bill. He expressed his support for the bill and reported there is island-wide interest in establishing dog parks. Many questions about enforcement were discussed by your Committee. Deputy Corporation Counsel Renee Schoen appeared to answer questions on the bill.
