Your Committee on Public Safety and Parks and Recreation, to which was referred
Communication 449, reports as follows:
Bill 116, transmitted by Finance Director Nancy Crawford, via Communication No. 449, dated
July 21, 2009, is a bill for an ordinance amending Chapter 24, Article 7, Division 8 of the
Hawaii County Code, relating to mopeds. The bill would require proof of safety inspection
documentation at the time of moped registration.
County Vehicle Registration and Licensing Manager Lee Lord appeared before your committee
and explained how safety inspections for bicycles, mopeds and motorcycles are handled. This
bill relies on Hawaii Revised Statue 286-26 for the definitions.
Your Committee on Public Safety and Parks and Recreation is in accord with the purpose and
intent of Bill 116 and recommends passage on first reading.
