HomeMy WebLinkAboutRES 322 Draft 01 1980-1984,+-1 County of Hawaii - State of Hawaii Resolution WHEREAS, for nearly three decades, controls on interstate gas prices by the Federal government have caused the demand to go up while discouraging exploration for new supplies due to artificially low prices; and WHEREAS, Congress passed the Natural Gas Policy Act (NGPA), continuing indefinitely the controls on gas discovered prior to 1977 ("old gas") and providing for the phasing of'the price:of gas discovered after 1977 ("new gas") up to market levels by 1985; and WHEREAS, by holding the price on "old gas" and allowing "new gas" price to increase to the market level would bring about major disparity on prices between "old" and "new" gas by year 1985; and WHEREAS, the disparity in price between the "old" and "new" gas will cause disruption in the market price when the "new" gas is fully decontrolled in 1985, which would give reason for reinstitution of price control; and WHEREAS, the purpose intended in encouraging the discovery of gas by decontrolling the "new" gas will once again have a chilling effect due to the expected gap between the "old" and "new" gas price; and WHEREAS, the solution to the expected reinstitution of full control is to let the market work by phasing out controls on all natural gas by 1985, and allow'the'.order of supply and demand to work', which would benefit the consumers in the longer run by stimulating increased domestic production and encouraging conservation and efficiency. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it goes on record to support Federal legislation decontrol- ling all natural gas ("old" and "new") produced in the United States. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be instructed to transmit copies of this resolution to the President of the United States and to the Hawaii Congressional delegation.
