County of Hawaii - State of Hawaii
Resolution
WHEREAS, Senate Bill No. 2498, a bill for an act relating to
the cost of government regulation in the land development process
was prepared by the City & County of Honolulu Department of Land
Utilization and was introduced by Senator Patsy Young at the 11th
State Legislature - 1982 Session; and
WHEREAS, the purpose of the legislation is to document the
precise cost -impact of government regulations on housing and to
evaluate the cost-effectiveness of these regulations; and
WHEREAS, the bill provides funds necessary for the County Central
Coordinating Agencies operations; and
WHEREAS, the Agencies in undertaking the studies, the scope of the
study shall include but not be limited to building codes, subdivision
control codes, zoning requirements, growth controls and environmental
regulations; and
WHEREAS, the Agencies are required to complete its studies and
report back to the legislature by January, 1983. /
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it extends its wholehearted support in the passage of
Senate Bill No. 2498 appropriating necessary funds to the County Central
Coordinating Agencies to implement the studies in determining the precise
cost -impact of government regulations on housing and to evaluate the cost-
effectiveness of these regulations.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable President of the
Senate, Richard Wong; the Honorable Speaker of the House, Henry Peters;
Chairman of the City "& County of Honolulu.Couhcil, Rudy Pacarro and
to the Honorable Mayor Herbert Matayoshi.
