Resolution No. 325 62
WHEREAS, U. S. Senator Spark M. Matsunaga, in an address to the
Pacific and Asian Affairs Council, recently expressed concern about
the growing "nuclear free Pacific" movement which opposes nuclear
ships or submarines in the Pacific and thus threatens American
security; and
WHEREAS, Senator Matsunaga pointed out that the "nuclear free
Pacific" movement was a direct outgrowth of Pacific -wide opposition
to nuclear testing and dumping which thrives on the frustration of
the lack of a clear policy on the part of the United States; and
WHEREAS, Senator Matsunaga stated that after the industrial
powers had used the Pacific as a nuclear testing ground for a
generation, just the idea of using the region for nuclear dumping is
offensive to Pacific islanders; and
WHEREAS, Senator Matsunaga declared that American strategic
interests and Pacific community aspirations would be jointly served
by a firm and forthright U. S. position against nuclear testing and
dumping in the Pacific.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it wholeheartedly supports the position of
Senator Matsunaga in his stand and recommends the adoption of his
proposals that:
1. "In plain English, we make known our opposition to any
nuclear testing in the Pacific Basin that risks permanent
damage to the immediate environment or to the underwater
food chain extending across the length and breadth of the
Pacific Ocean.
2. "In plain English, the United States should make known
its opposition to the construction of interim nuclear
waste storage facilities on remote Pacific islands or
atolls."
3. "In plain English, we should make known our opposition to
deep sea nuclear storage, as a matter of principle at
this point in time."
BE IT FURTHER RESOLVED that a copy of this Resolution be sent to
the Honorable Ronald Reagan, President of the United States, the
Pacific and Asian Affairs Council and the Honorable Spark M.
Matsunaga, U. S. Senator.
