Resolution
WHEREAS, the Hawaii County Agricultural Stabilization and Conservation
(ASC) Committee has, for many years, effectively administered conservation and
pollution abatement programs on the Big Island; and
WHEREAS, due to our high annual rainfall and steep terrain, the Big Island
is susceptible to severe erosion conditions which are among the worst in the
nation; and
WHEREAS, with the assistance of such ASC programs as the Agricultural
Conservation Program (ACP) and the Emergency Conservation Program (ECP),
Hawaii's farmers and ranchers have managed to minimize erosion damages with
effective conservation practices; and
WHEREAS, the Reagan Administration budget for FY 1983 proposes substantial
reductions in ASCS cost—sharing programs and a cut in funding of 76% from the
current $219.1 million in 1982 to only $52 million in 1983; and
WHEREAS, Congressional approval of the President's proposed cuts would
likewise reduce Hawaii County's ASCS allotment by more than 60% in addition to
the elimination of such vital programs as the Emergency Conservation Program
which has helped restore many local farms and ranches damaged by devastating
floods in the past.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
it registers its strong opposition to proposed cuts in ASCS funding and
programs as reflected in the President's budget for FY 1983.
BE IT FURTHER RESOLVED that the Council respectfully requests the
assistance of the Hawaii Congressional Delegation to impress upon the members
of the House Appropriations Committee that continued funding of ASCS programs
at present levels is vital to the preservation of the nation's prime
agricultural lands and water quality standards from the effects of soil
erosion.
BE IT FURTHER RESOLVED that true copies of this Resolution be transmitted
to members of the Hawaii Congressional Delegation; U. S. Senator Thomas F.
Eagleton, U. S. Representative Jamie L. Whitten and U. S. Representative Ed
Jones.
