Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the
Salary Ordinance may be by resolution;.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Salary Ordinance is hereby amended for the following department:
SECTION 8.14 (d). OPERATIONS DIVISION. DEPARTMENT OF WATER SUPPLY.
1. Reallocate one position of Water Service Supervisor FII -9 to
Water Service District Supervisor II FII -9.
2. Add one new position of Lead Pipefitter WF -9.
3. Add one new position of Lead Water Plant Electrician -Mechanic WF -11.
4. Add two new positions of Water Plant Electrician -Mechanic WB -11.
5. Add one new position of Building Maintenance Repairer WB -9 (temporary
as needed)

6. Delete two positions of Laborer II WB -3.
7. Delete one position of Waterworks Keeper WF -5.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the departments of Water Supply, Finance and Civil Service for their information.

The existing position is only responsible for the Field Section within the
District (installing and maintaining water service mains, water meters, fire
hydrants and watershed); however, this position currently takes charge of the
entire District I operationsdaily, where he is responsible for all segments
of functions in the operation, maintenance, and repair of transmission and
distribution systems of the District.
2. If reallocation, list only new duties. (Exampl.e: 1. 'fakes

Coordinate work with Plant Section (Operates and maintains pump and chlorinator
stations) to maintain adequate and quality water in our water system at all times.

The duties of this position are of the continuous type where planning, supervision,
work coordination and assignments are performed in maintaining all operational
segments of the water system.

This reallocation is budgeted for the 1981-82 fiscal year. The Water Commission
approved the reallocation of this position on January 26, 1982. This reallocation
request involves no change in rating or pay.

District II (Hamakua, North & South Kohala) and District III (North & South Kona)
already have Water Service District Supervisor II positions,which'were created in
1970 whereby the old'position was created in 190, are more functional today.
Therefore, we request that the District I old position be reallocated to this
new position.

Distinguishing Characteristics:
This class differs from that of Pipefitter Foreman in that the -Water
Service Foreman is responsible, through foreman and district supervisors, for
the installation, maintenance and repair of water services and mains, fire
hydrants and water meters; whereas the Pipefitter Foreman has immediate s
vision over employees engaged in the installation, replacement and mainteuper-
nance
of water mains and connections.

directs and supervises, through foreman and district supervisors, the work in
Vic field; inspects and reviews the work in progress and upon completion for
compliance with plans, specifications and established standards and practices;

Grade Level Standards:
Grade I: This class is distinguished by its responsibility for all
the wort: in connection with the repair and.maintenance of water works system
in a district where the overall physical area coverages and the nature and scope
of organizational and staffing patterns are not as extensive or as complex as
nharactvii.zed in the work of the higher level class.
Grade II: This class is distinguished by its responsibility for all

Distinguishing Characteristicst
This class differs from that of Water Service Foreman in that the

the work involving operation and maintenance of the systems, equipment and
appurtenant fixtures; screens work under requests and establishes job priorities;

LEAD PIPEFITTER
Duties Summary
Supervises and participates in the installation, maintenance and repair
of water mains, pipelines and appurtenances; and performs other related duties
as required.
Distinguishing Characteristics:
This class differs from that of Pipefitter in that the Lead Pipefitter
supervises and participates in the installation, maintenance and repair of water
mains, pipelines and appurtenances; whereas the Pipefitter performs skilled pipe -
fitting work.
Illustrative Examples of Work:
Supervises and participates in the installation of new water mains and
water services, the repairing of water main breaks, service leaks, the cutting
and preparing of pipes and fittings, the repairing of sections of pipes and joints,
and the making up and caulking of joints, the tapping of main lines to install
extensions and hydrants, and the repairing and maintaining of hydrants and valves;
inspects the work of subordinates to see that it meets established standards;
reads blueprints and sketches and makes up material list from them; determines
emergency measures to be taken in case of breaks; estimates time and material
requirements; determines modifications to be made in case obstructions are met.;
makes out orders for materials and supplies; maintains records of work performed,
including detailed drawings; operates a service truck.
In addition to the above, in the rural districts, the Lead Pipefitter:
reads meters; supervises and participates in the cleaning and maintenance of
reservoir and intake sites; performs routine plant work such as turning.pump
switch "on" or 'off", checking and adjusting pump oil, chlorinators, pressure -
reducing valves and float valves as directed; responds to complaint and takes
remedial actions.
Minimum Qualification Requirements:
Training. and Experience: A combination of education and experience
substantially equivalent to completion of the eighth grade and four years of
pipefitting experience, one of which must have been at the journeyman level in
the installation and maintenance of water mains and pipe systems.
Knowledge of: waterworks construction methods and equipment; hydraulics
as it applies to pipefitting; practices, tools, equipment, and materials used
in maintenance and repair of water services and mains; function, construction,
and operative principles of various valves and fittings; principles and practices
of supervision; principles and practices of safety rules and procedures.
LEAD PIPEFITTER _2_
Ability to: lay out pipeline installations according to approved
practices; detect flaws in workmanship on pipelines; estimate time and materials
needed to perform a job; make rough sketches of work performed; read. sketches
and blueprints and locate underground installations from them; do mechanical
work; give and follow oral and written instructions; assign and check the work
of others.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.

work must be coordinated and monitored daily with the higher supervisor and
subordinates.

industrial.equipment including high voltage lines and equipment, and some experience
in the operation, repair and overhaul work on diesel -driven equipment or electrically -

License Requirement: Possession of a Journeyman Electrician's license,
and a valid State of Hawaii's motor vehicle operator's license (Type 3).
Knowledge of: the theory of electricity; tools, materials and practices
used in the operation, maintenance and repair of mechanically and electrically
operated pumps and other equipment such as boilers, altitude and hydraulic valves,
chlorinators, electric motors, etc.; installation, maintenance and repair of high
and low voltage electrical lines, equipment and appliances; laws, rules and stand-
ards pertaining to electrical construction and maintenance; hazards and safety
practices involved in working around electricity and moving machinery.
Ability to: read and 'interpret electrical wiring plans and diagrams;
iiagnose mechanical and electrical defects in the operation of pumping plant
equipment; repair and maintain electrical pumping equipment; install, maintain
and repair plant electrical systems and equipment; estimate material requirements;
issue and follow oral and written instructions; plan, assign and.review the work
of subordinates; encourage safety practices and enforce safety rules; supervise

There is a constant need for a journeyman electrician -mechanic to install, operate,
maintain and repair plant facilities such as pumps, motors, electrical controls,
chlorinators, treatment plants,and appurtenances; not only in District I, but to
support the entire island. Due to the heavy work load, a journeyman electrician -
mechanic is immediately desired. District I (Ka'u, Puna, North & South Hilo)
currently has two (2) journeyman electrician -mechanics.

journeyman electrician license; therefore, a Helper would remain as such
with no possibilities for advancement.

work in repairing tanks, structures, troubleshooting safety of equipment and.
vandalism, and related work. Currently, we have two (2) personnel under this
sections -a journeyman and a helper; however, the journeyman is off from work at
times because of a Worker's Compensation case (back injury). During an emergency
crisis, we need more than one (1) journeyman (to construct anchors, scaffolds, etc.).
Therefore, a Temporary As Needed MAX) position is required so that the building
maintenance section can continue to function.
