Re: Resolution 335

Resolution
WHEREAS, the "mix" of resident and non-resident students at the University
of Hawaii has been a matter of concern to the Board of Regents for many years;
and
WHEREAS, Section 4-1 of the Board of Regent's Bylaws and Policies entitled
"Controlled Growth of the University of Hawaii," adopted in 1970 and
subsequently revised in 1975, established the allowable percentages of
non-resident students at various campuses; and
WHEREAS, by present University Executive policy, the University of Hawaii
at Hilo is limited to a 15% non-resident quota for entering students including
all foreign and mainland students as well as students from the former Trust
Territory of the Pacific; and
WHEREAS, recently completed improvements at the Hilo Campus enabled the
University of Hawaii at Hilo to increase its enrollment significantly; and
WHEREAS, in consonance with the new draft Mission Statement of the
University of Hawaii recognizing the University's emergence in the Pacific "as
a national and international resource of expertise on regional concerns," a
re-examination of the current quota system as it applies to students from
Micronesia who wish to attend the University of Hawaii at Hilo is timely and
appropriate.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
it supports the exemption of Micronesian students from the current quota
system for non-resident students at the University of Hawaii at Hilo.
BE IT FURTHER RESOLVED that the Council views its action as an endorsement
of strong community support for increasing the number of Micronesian students
in Hilo.
BE IT FURTHER RESOLVED that true copies of this Resolution be transmitted
to Dr. Fujio Matsuda, President of the University of Hawaii, Mr. Robert
Fujimoto, Chairman of the University Board of Regent and Dr. Stephen R.
Mitchell, Chancellor, University of Hawaii at Hilo.
