County of Hawaii - State of Hawaii
Resolution
WHEREAS, the Hawaii Centers for Independent Living (HCIL)
provides the disabled people in our communities with the necessary
assistance to enable them to live independently; and
WHEREAS, the initial efforts of the HCIL have been to find
accessible housing and to locate and train disabled individuals to
be effective counselors in helping other disabled persons; and
WHEREAS, a federal grant of $220,000 enabled the HCIL to begin
its operations in 1981; and
WHEREAS, the House of Representatives of the 1982 Hawaii State
Legislature has determined that the services provided by the
Hawaii Centers for Independent Living are desirable and have
incorporated a grant of $193,000 in H. B. 2070-82 H. D. 1; and
WHEREAS, the Senate Ways and Means Committee has seen fit to
delete the entire allotment for the HCIL which will result in a
curtailment of services to the neighbor islands.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it finds that the services provided by the Hawaii
Centers for Independent Living are important to the disabled.
BE IT FURTHER RESOLVED that the Council appeal to the members
of the Hawaii State Legislature to allow this Agency to continue
its cause by reinstating the necessary funds in H. B. 2070-82.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this Resolution to the Honorable Richard Wong,
Senate President; the Honorable Henry Peters, Speaker of the
House; the Honorable Mamoru Yamasaki, Chairman of the Senate Ways
and Means; the Honorable Tony Kunimura, Chairman of the House
Finance, Hawaii Members of the State Legislature and the Hawaii
Centers for Independent Living.
