Irresolution
WHEREAS, responding to pleas from Hawaii County Council and
Hawaii's tropical fruit industry, President Reagan announced on
March 19, 1982, that his administration had denied petitions from
lesser developed countries to export fruit to the United States
duty-free; and
WHEREAS, the President's decision protects our ailing pineapple
and papaya industries from having to compete with Thailand, Jamaica,
Mexico and other countries under the Generalized System of Preference
Program; and
WHEREAS, in addition to the protection provided for pineapple
and papaya, it is imperative that Executive Director Tom St. Maxens
of the Federal Trade Program consider similar protection for Hawaii's
fledgling ginger industry; and
WHEREAS, President Reagan's "Caribbean Initiative" allowing
duty-free export from Caribbean countries should be carefully examined
as to whether it may ultimately destroy the tropical agricultural
industries of the United States.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it (1) extends its deep appreciation to President Reagan's
administration for denying duty-free import of pineapple and papaya
to the United States; (2) requests President Reagan to reconsider
allowing duty-free status to imported ginger; and (3) expresses its
opposition to the "Caribbean Initiative" as proposed.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to remit copies of this resolution to President Ronald Reagan;
Tom St. Maxens, Executive Director of the Federal Trade Program; Hawaii's
Congressional Delegation; Governor George Ariyoshi and to Mr. Slim K.
Takayama, President of the Big Island Ginger Grower's Association.
