Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
CONTRACTUAL POSITIONS (Page 31)
SECTION 8.02 (d). MASS TRANSPORTATION AGENCY. OFFICE OF THE MAYOR.
1. Reallocate one position of Transit Operations Supervisor SR -21
to Transit Operations Manager SR -24.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Mayor, Finance and Civil Service for their information.

The Mass Transportation Agency assumed the responsibilities of administering and main
taining the County -owned transit buses on December -36, 1977 from .the contractor,
Laupahoehoe Transportation Company. This resulted in additional functions and
responsibilities for the MTA staff caused by assuming responsibilities and duties
Of a line.unit.
The.Handi-Lift program was initiated in December, 1979 to comply with Federal
Department of Transportation, 504 regulations regarding programs accessbility.for
handicapped persons. The County Office of Aging administered and operated the
subject program which was part of the County's public tiansporxation.service. To
maintain the program with greater efficiency and effecti enes6s'ac) he MTA -assumed

a. Supervises and administers transit marketing and promotional program. 15%

1. total responsibility of administering and operating the program in July,
1981.
Resolution No. 113, adopted June 3, 1981, mandated a 50% recovery or
subsidy level through increases in fare or adjustment in routes or
combination of both. It also called for developing and implementing
promotional campaigns. Both these mandates have broadened the responsi-
bilities of this position.

4. Was reallocation or reclassification budgeted and if not,'why were
manpower needs not planned through budgetary process.
Reallocation was not budgeted in FY '81-'82 as this subject project was
initiated in June, 1981.
5. List other rationale or pertinent statements and data
in review of other positions within the County at the subject position's rating of SR -21,
the positions does not include an extensive supervisory role. Positions within the
County at the proposed position rating does include a significant supervisory function
and responsibility.

COUNTY OF HAWAII
TRANSIT OPERATIONS MANAGER
Duties Summary:
Under the general supervision of the Deputy Managing Director,
manages the daily operations and activities of the mass transit program; and
performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for supervising,
directing and managing the daily operations and activities of mass transportation
in the County of Hawaii.
Illustrative Examples of Work:
Plans, directs and coordinates equipment maintenance .scheduling,
driver vehicle assignments and mechanics' work scheduling and assignments;
maintains inventory of parts and supplies; insures that PUC requirements are
followed; plans and implements safety and training programs; develops and
implements a preventive maintenance program for equipment; resolves complaints
from public on transit problems; develops an equipment rental and replacement
program; recommends new equipment purchases; assists Deputy Managing Director
in implementing transit policies and goals; prepares operating budget; administers
State and Federal transit grants; conducts studies on proposed and existing
routes and programs to determine cost effectiveness, feasibility and efficiency;
designs contract specifications and monitors performance of contractors;
coordinates the transit marketing and advertising programs; structures bus
fare rates and monitors and adjusts rates in conformance with Council mandates;
develops and implements program to comply with Federal DOT 504 regulations
and para—transit program; reviews and analyzes work progress; and prepares
reports.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with major work in business, public administration or a related field and 3
years of experience in budgeting, management analysis or related administrative
work, one of which shall have been in work involving mass transportation.
Knowledge of: principles and practices of budget administration;
research methods and techniques; principles and practices of supervision;
public relations; basic governmental processes and functions.
TRANSIT OPERATIONS MANAGER -2-
Ability to: plan, organize and coordinate activities; obtain,
analyze and evaluate facts; compile and summarize operational, statistical
and financial data; prepare complete and concise reports; serve effectively
in a liaison and coordinative capacity; keep records.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
