HomeMy WebLinkAboutRES 358 Draft 01 1980-1984County of Hawaii - State of Hawaii Resolution WHEREAS, after an all-out coordinated nationwide effort by the disabled communities in all 50 American States, the United States Congress enacted the 1973 Rehabilitation Act; and WHEREAS, this responsible piece of legislation was followed by the passage in 1978 of the Department of Health, Education and Welfare (HEW) 504 guidelines, which the disabled believed represented a reasoned approach to the implementation of programs to assist the disabled; and WHEREAS, just at the time when the affected people are beginning to receive their deserved benefits from these hard - sought -after guidelines, a current administrative move now proposes to negate many of the guideline's crucial provisions; and WHEREAS, it is reported that the Department of Justice is it the process of rewriting the 1978 HEW regulations under the direction of the Bush Task Force on Regulatory Relief, with the intent of assuming the responsibilities of the now defunct Department of Health, Education and Welfare but more importantly, to water down the existing guidelines. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it is against any revision of the 504 guidelines as proposed and supports the disabled communities in their efforts to sustain their hard-earned and needed benefits. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii remit copies of this resolution to The President of the United States; to the Secretary of Health and Human Services, Richard Schweiker; the Attorney General, William French Smith of the Department of Justice and to the Hawaii Congressmen.
