HomeMy WebLinkAboutRES 361 Draft 01 1980-1984County of Hawaii - State of Hawaii Resolution WHEREAS, recent actions of the Reagan Administration and its Caribbean Basin Initiative (CBI), threatens not only the State of Hawaii's agricultural pursuits such as sugar, pineapple, papaya, but also adversely affects the tourist industry; and WHEREAS, the CBI will accord Caribbean nations duty-free treatment on all of their products, marketing and management training, to further improve their chances in the U. S. markets, a $350 million increase in economic aid, extension, research and training services, and a favorable short-term credit from the United States Export -Import Bank, all of which will enhance the Caribbean trade at the expense of the domestic programs; and WHEREAS, along with these favorable concessions, the Caribbean nations are now attempting to exploit this amicable atmosphere created by the Reagan Administration to obtain preferential treat- ment for business conventions in direct competition with the State of Hawaii's efforts in this lucrative area; and WHEREAS, this potential loss of revenues in the convention trade would negate the efforts of U. S. Senator Spark Matsunaga,, who two years ago shepherded legislation through Congress that restricted tax .deductions for business conventions abroad in order to encourage American businesses to hold their conventions in American cities. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that it opposes the intent of President Reagan's. Caribbean Basin Initiative which.threatens our agricultural and tourist industries and requests that The President reconsider his CBI actions as they are detrimental to all American business interests. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is instructed to remit true copies of this resolution to President Ronald Reagan, the Chairman of the U. S. Senate Foreign Relations Committee; and to Senator Spark Matsunaga. Dated at Hilo, Hawaii, this 5th day of May, 1982.
