Resolution No. 363 82
RESOLUTION AMENDING RESOLUTION NO. 2-80, ADOPTED ON DECEMBER 1,
1980, RULES OF PROCEDURE OF THE COUNCIL OF THE COUNTY OF HAWAII,
BY ADDITION OF A NEW RULE THERETO.
WHEREAS, on December 1, 1980, the Hawaii County Council
adopted Resolution No. 2-80, which incorporated the Rules of
Procedure of the Council of the County of Hawaii; and
WHEREAS, on May 20, 1981, the County Council approved the
contents to Communication 260, relative to the procedures and
details by which Section 3-17, Mandatory Program Review of the
Hawaii County Charter, would be carried out; and
WHEREAS, being as it relates to procedures by which the County
Council shall carry out its responsibilities, it should be
incorporated into the Rules of Procedure which governs the affairs
of the Council.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Rules of Procedure of the Council of the County of
Hawaii, is hereby amended by adding Rule 25, incorporating the
procedures and details relative to Section 3-17 of the Hawaii
County Charter, to read as follows:
"Rule 25
MANDATORY PROGRAM REVIEW
PROCEDURES AND DETAILS
1. For the purpose of meeting the basic mandate of Section
3-17, Hawaii County Charter, Relating to Mandatory Program
Review, the annual budget review and adoption procedures
shall be interpreted as meeting the mandate.
2. Each Standing Committee may conduct a more in-depth review
of any program area assigned by Rule 6.
3. Any Committee requiring a program review report from the
Legislative Auditor shall submit such request in writing
to the Council for approval.
4. Recommendations by the Committees may be forwarded to the
Council for implementation."
BE IT FURTHER RESOLVED that this resolution shall take effect
upon its approval.
