Resolution
WHEREAS, in the program review report dated March 2, 1982,
issued by the County of Hawaii's Office of the Legislative Auditor,
it was determined that the goals and objectives of the Mass Transit
Agency has not changed since its inception in 1976; and
WHEREAS, it was further stated that there was a need to make
serious efforts to increase the Hele-On Bus System ridership,
to cause an increase in revenues which in turn would achieve a
goal of recovering at least 50 percent of its operating costs; and
WHEREAS, during the recent rate hearings, it was brought forth
that a potential good source of new riders is the pool of students
who are not involved in -the state(county subsidized) program; and
WHEREAS, statistics indicate that the Big Island student
population of public schools, private schools and the University
of Hawaii -Hilo, is in excess of over 23,000, and only about 7,000
or 30 percent of the students on a daily basis are using the
school buses which leaves an attractive latent market; and
WHEREAS, it has been appropriately suggested that efforts be
made to tap this resource and that a study be made to determine
the feasibility of increasing the ridership of the Hele-On Bus
System by inducing more student riders.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it endorses the idea of exploring the student market
and hereby requests that the Mass Transit Agency look into the
matter to determine all factors that would successfully attract
this category of clientele with the ultimate goal of increasing
transit revenues.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
is instructed to remit copies of this resolution to Mayor Herbert
Matayoshi and to Transit Coordinator, Barney Menor.
