Resolution-
WHEREAS,

WHEREAS, in 1965, the Third State Legislature recognized the need
for an improved highway system which would provide major thoroughfares
between the various centers of activity and enacted provisions for a
State Highway System; and
WHEREAS, in 1967, a phased implementation plan was developed in
which the Saddle Road on the Island of Hawaii was identified for
inclusion in Phase IV of the State Highway System Implementation Plan;
and
WHEREAS, the Senate of the Eleventh State Legislature of 1982, has
,gone on record with the passage of Senate Resolution 131, SDI,
recognizing the needs associated with the Saddle Road and its eventual
conversion to a cross -island highway; and
WHEREAS, the Senate of the Eleventh State Legislature, further
recognized that there have been some shortcomings in the transferral
of the Saddle Road from the County to the State and looks forward to
productive discussions between the State and County regarding
maintenance and a timetable and cost of State takeover; and
WHEREAS, the Council of the County of Hawaii wholeheartedly
concurs with the directions of the State Senate on the resolution of
Saddle Road Maintenance.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it support the continued discussions between the State and
County on maintenance and takeover of the Saddle Road and extend its
appreciation to the Hawaii State Senate for its positive position.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
and is hereby directed to transmit a true copy of this Resolution to
the Honorable Richard Wong, President of the Senate.
