He shall be responsible for most of the Department's mechanical designs, including reviewing and commenting on Mechanical Engineer consultant's work, plant problems (pumps, electrical controls, treatment facilities'and equipment), including acting as an assistant to the Operations Division Head. Distinguishing Characteristics: This class differs from that of Mechanical Engineer IV in that the Mechanical Engineer V is responsible for a number of complex and major projects operating simultaneously, where the problems of supervision and/or coordination are pronounced; whereas the Mechanical Engineer IV is responsible for a complex and major project or several less complex projects. Illustrative Examples of Work: Plans, directs, supervises and coordinates the maintenance and upkeep of all islandwide plant facilities and operations including pump and chlorination stations, treatment plants, shaft facilities, telemetering and communication systems, electrical control systems and related appurtenance installations; reviews and initiates any changes to the existing plant facilities to correct water interruption islandwide as a result of mechanical and/or electrical failure to maintain a dependable and efficient water system; assists the Operations Division or during his absence handle any operations of the island - wide system in receiving and handling of water interruption calls and complaints including the coordination of all emergency functions necessary to minimize interruption of water service; responsible for the 24-hour operation and maintenance of plant facilities; makes office and field studies of proposed projects and recommends the design, type selection and location of equipment; supervises and/or conducts preliminary and final acceptance tests of pumping units and plant facilities; supervises and/or conducts periodic tests to determine operational efficiency of existing pumping units and plant facilities and recommends corrective action as required; supervises the checking of and checks plans and specifications of mechanical equipment and appurtenances; supervises and compiles pumping and other data; analyzes station reports and operating schedules; requisitions supplies and equipment; supervises and/or reviews plans and specifications pertaining to mechanical engineering features for compliance with plumbing, mechanical and other pertinent code requirements; supervises and conducts studies of cost analyses of all plant electrical facilities; analyzes, recommends and directs operational improvements of the . o 0 MECHANICAL ENGINEER V -3- Physical Requirement: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. Since 1976, secretarial and stenographic services for the Water Commission, the Department heads, and the three divisions (Engineering, Finance and Operations) of the Department have been provided and are being provided by a Secretary -Administrative Assistant, a Secretary, and a Clerk -Stenographer. During the past five years, the growth and workload of the Department has increased tremendously; consequently, the workload in the adminis- trative branch also increased. Yet, there has been.no additional personnel to help with this increased workload. With this growth and increased workload, we feel that a Senior Clerk -Stenographer's position is fully justified at this time to relieve the administrative branch. If reallocation, list only new duties. (Example: 1. Takes dictation 90€; 2. Keepsoffice accounts 30%, etc.): 3. Give reasons why new duties at hi.aher level are needed and cannot be assigned to classes at higher level or handled in other ways such as short term contracts, etc. (Use productivity measurements where possible.): The duties of this position are of the continuous type of work; as our water systems expand, the workload increases. Distinguishing Characteristics: This class differs from that of Clerk -Stenographer in that the Senior Clerk -Stenographer performs a variety of difficult clerical or routine adminis- trative tasks which are primarily substantive in nature, executes assignments with a minimum of supervision, accomplishes work with substantial use of discre- tion and selectiveness in deviating from established processes and procedures, and takes and transcribes dictation as a.regular requirement; whereas the Clerk -Stenographer performs a variety of tasks involving referral to a number of different sources, executes assignments in accordance with general instructions, accomplishes work with some use of discretion and selectiveness in deviating from established processes and procedures, and takes and transcribes dictation as a regular requirement. This class differs from classes in the Private Secretarial series in that the Senior Clerk -Stenographer primarily performs clerical and steno- graphic work in support of an office function and may incidentally perform various secretarial tasks; whereas classes in the Private Secretarial series primarily exist to provide secretarial services to the head of a department which duties are specialized and of confidential nature by reasons of the func- tions of the department. Illustrative Examples of Work: Takes, and transcribes on a typewriter, dictation of letters, memo- randa, reports, recurring legal documents and similar materials; arranges for and attends meetings and conferences and takes stenographic notes' of proceedings; types tabular and other materials from rough or copy where format and arrange- ment of data are not clearly indicated; cuts stencils; checks and proofreads typewritten materials; prepares, checks rixl reviews forms, records, reports, applications and other documents for accuracy, adequacy and conformance to established departmental and/or legal requirements; evaluates documents and processes sane according to individual circumstances where the correct course of action is not clearly defined; makes follow-ups to secure or clarify required information; determines eligibility for and issues licenses and permits; posts data to and maintains various types of operational and control records; makes extensive searches through a variety of files and records, extracts, refines and organizes necessary information and prepares reports; summarizes and briefs materials and prepares special reports involving interpretation and analysis of data and judgment as to format and details of presentation; composes routine correspondence and letters of acknowledgment from general instructions; sets up and maintains files and revises system as necessary; codes and indexes records; SEFTIOR CLERK -STENOGRAPHER -2- Q /,06a gives information and resolves complaints over a counter or telephone involving interpretation and explanation of rules, regulations, policies and procedures, and knowledge of the agency's purposes and functions; answers telephone and takes or relays messages and calls, makes appointments for the staff; greets callers and directs them to proper persons or offices; may accept cash payments for standard fees and write out receipts; may operate standard office machines such as mimeograph, adding and calculating machines; may supervise and review -die work of others. DJinimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school, including or supple- mented by course work in typing and stenography, and three years of clerical experience which shall have included some typing and stenography. Knowledge of: office practices and procedures; filing methods and systems; grammar, spelling and word usage; the purposes and uses of standard office machines; principles and practices of supervision. Ability to: take dictation at the rate of 80 words per minute and transcribe notes accurately; type at the rate of 45 net words per minute; make arithmetic computations; compare names and numbers accurately; set up and main- tain records, summarize and analyze materials and prepare reports; operate standard office machines and equipment; understand, interpret and explain laws, ordinances, rules, regulations and policies pertinent to the department; give and follow oral and written instructions; deal tactfully and effectively with the public and resolve complaints; supervise and work harmoniously with others.
