HomeMy WebLinkAboutRES 379 Draft 01 1980-1984County of Hawaii - State of Hawaii Resolution WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: SECTION 8.08 (c). BUREAU OF PLANS AND SURVEYS. DEPARTMENT OF PUBLIC WORKS. , 1. Reallocate one position of Engineering Aid II SR -11 to Engineering Drafting Technician IV SR -15. This resolution shall amend the Salary Ordinance of 1981 and incorporated into the Salary Ordinance of 1982, after adoption. BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the departments of Public Works, Finance and Civil Service for their information. No. RESOLUTION NO. 379 Department: Public Wor1<9 Date: January 28, 1982 Request: Reallocation X Reclassification New Position 1 2 Give reasons how new duties arose (statutes enacted, Or(Iinances, ldewly authorized programs, basis for increased wor}:loads, etc.): Engineering drafting workload has increased because of the recent major storm damages and the urgency to complete these Federal Disaster Aid (storm damage) projects; and also the on-going Federal .Bridge Maintenance program; in addition to the regular County C.I.P. projects adopted by Ordinance and Legislative Grants -In -Aid. If reallocation, list only new duties. (Example: 1. Takes dictation 40%; 2. Keeps office accounts 300, etc.): Reallocation of Engineering Aid II position to Engineering Drafting.Technician IV. Therefore, all duties are new. Please see attached Position Description form (HC No. 283). , . -z Give reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other ways - such as short term contracts, etc. (Use productivity measurements where possible.): New duties at higher level are needed because of increased engineering drafting workload as noted in Itpm No. 1 above. Alternatives that were considered in lieu of the proposed changes in position: 1. Assignment of tasks to higher level personnel. This alternative is currently being implemented with modest success. However, due to practicable limits to reassignment of tasks to higher level personnel, coupled with the need to discharge their own duties, the drafting personnel deficiency has not been corrected. 2. Contract engineering consulting firm to perform tasks. Short-term contracts to consulting firms for their type of work include overhead, profits and taxes in addition to the employee's wages and thus not cost-effective. 3. Overtime Work - For personal reasons, the current engineering draftsmen are not willing and able to work beyond the normal working hours. Class Title HC 1J0. SR Salary Cost Diff. Reallocation was not budgeted. However, it is being budgeted for FY 1982-83 through budgetary process. General Fund. S. It would then be reasonable to assume that project implementation would lag and not keep pace with funding availability which is costly at the prevailing high interest and inflation rates. 6.
