Resolution No. 310 82
WHEREAS, the Hawaii Electric Light Company, Inc. (HELLO) has
recently filed with the State of Hawaii Public Utilities Commission
an application requesting the approval of new rate schedules which
would result in higher electrical bills for the 36,641 customers in
the County of Hawaii; and
WHEREAS, in public testimonies given, it has been stated by
HELCO spokesmen that the company requires over $8 million in addi-
tional revenues each year to meet its projected goals, which in
essence would mean that an inflationary 15.6 percent increase
(19.2 percent to residential users) would be passed on to the
consumers; and
WHEREAS, this proposed hike appears to be un -called for
inasmuch as present day users exercising conservation, are using
less Electrical Power, its actual financial condition regarding
profits has never been adequately stated, it has not expanded nor
fully explored the use of alternative energy sources, the high
increase would have an adverse ripple effect upon every economic
entity big or small, and it would be most devastating to those
people with fixed or low income; and
WHEREAS, in this period of economic hardships affecting all
segments of our island's communities, when belt tightening and
other sacrifices are being asked of our people, it would be judicious
and only fair that HELCO implement cost saving measures, defer
expansion plans and even consider reducing their profit projections
and share this economic burden in these trying times.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges Public Utilities Commission to thoroughly
review HELCO's request for a rate increase and ensure that their
decision will protect and sustain economic well being of our people
and the entire island.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
is instructed to remit true copies of this resolution to
Governor George R. Ariyoshi; Chairman of the Public Utilities
Commission, Albert Q. Y. Tom; President of HELCO, Fred S. Johnson;
State Senators, John T. Ushijima, Dante K. Carpenter, Richard
Henderson; State Representatives Herbert A. Segawa, Andy Levin,
Richard Matsuura, Yoshito Takamine and Virginia Isbell.
