Resolution
WHEREAS, Ocean Thermal Energy Conversion (OTEC-1) test vessel
USNS CHEPACHET completed its first phase of the Department of Energy's
ocean thermal conversion program and is now moored in Pearl Harbor;
and
WHEREAS, the Maritime Administration currently holds title of the
test vessel, under the jurisdiction of Transportation Secretary Drew
Lewis, who took action in delaying the offer to other Federal agencies
until such time as legislation maybe enacted for the disposition of the
test vessel; and
WHEREAS, the Hawaii's Congressional delegations jointly introduced
legislation to transfer title of the OTEC-1 test vessel to the State of
Hawaii which consideration will be acted upon by the Merchant Marine and
Fisheries Committee in the U. S. House of Representatives and by the
Commerce, Science and Transportation Committee in the U. S. Senate.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it extends its wholehearted support in the transfer of the
OTEC-1 test vessel USNS CHEPACHET to the State of Hawaii for its use to
further explore the area of ocean science in the Hawaiian waters by the
University of Hawaii and other State and Federal agencies.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to transmit copies of this resolution to our Congressional
Delegations; to Senator Slade Gorton, Chairman of Merchant Marine
Committee and to Representative Mario Biaggi, Chairman of Merchant
Marine and Fisheries Committee.
