Resolution No. 304 82
WHEREAS, a serious and hazardous situation has developed at
the Wailoa River channel near the Suisan boat docking area which
exposes the many boats that traverse that area to potential damage
due to the shallow condition of the basin; and
WHEREAS, this precarious status of a rapidly closing river
mouth due to the accumulation of sand, silt and debris as a result
of tidal action, is threatening the existence of the already
problem plagued fishing industry; and
WHEREAS, recent incidences of commercial as well as pleasure
boats "scraping bottom" increases the probability that unless this
matter is attended to, more adverse ramifications such as major
boat damages and even injury to boaters may be the unfortunate
result; and
WHEREAS, all the governmental entities having jurisdiction
in this matter have been amply informed and even forewarned of the
danger and the dire economic consequences should the Wailoa River
become un -navigable; and
THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges the State Harbors Division and the U. S. Corps
of Engineers to expedite the necessary actions needed to begin the
dredging operations to once again make the Wailoa River safe for
public use.

BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii is instructed to remit true copies of this resolution
to Ryokichi Higashionna, Director of Transportation; Adam Vincent,
District Manager, Hawaii District Office and Brigadier General,
Harry J. Hatch, Division Engineer, U. S. Corps of Engineers,
Pacific Ocean Division.
